Improving this 1 -mile <br />segment from Main Street to Grand Avenue has been a long-term priority project that is being <br />constructed in several phases. Improvements include widening the roadway from four to six <br />lanes and constructing safety and aesthetic enhancements, including installation of parkways, <br />raised landscape medians, storm drains, protected bike lanes, sound walls, street lights, and <br />traffic signals. The City is acquiring properties for the development of Phase 1 bounded by Main <br />Street and Oak Street (Exhibit 1). Construction is anticipated to begin in spring 2019. <br />Pursuant to California Government Code, a public entity is required to adopt a relocation plan by <br />resolution whenever it enters into an agreement for acquisition of real property or an agreement <br />for the disposition and development of property which would lead to displacement of people from <br />their homes. In conformance with this provision, the City prepared a Warner Avenue Phase I <br />Relocation Plan (Relocation Plan) to outline the requirements for moving and reestablishing <br />displaced residential and business occupants, and to demonstrate the level of advisory and <br />financial assistance that will be provided (Exhibit 2). Based on occupant interviews, needs <br />analyses, and searches for appropriate replacement sites, the total estimated relocation cost is <br />approximately $2,081,800. The resolution adopting the Relocation Plan requires Council <br />approval before the property acquisitions can proceed. <br />7513-1 <br />
