IN AN EFFORT TO COUNTERACT A DIVISIVE AND DESTRUCTIVE ANTI - <br />IMMIGRANT SENTIMENT BROUGHT FORTH BY RECENT ACTIONS TAKEN <br />BY CERTAIN ORANGE COUNTY ELECTED BODIES WHICH CAN <br />POTENTIALLY BE HARMFUL TO THE RESIDENTS AND COMMUNITY OF <br />SANTA ANA, DIRECT CITY ATTORNEY AND STAFF TO TAKE CERTAIN <br />ACTIONS, INCLUDING BUT NOT LIMITED TO PREPARING AND FILING AN <br />AMICUS BRIEF IN THE MATTER OF THE UNITED STATES V. THE STATE OF <br />CALIFORNIA. ET. AL., CASE NO. 18-264, TO SUPPORT THE PREMISE THAT <br />THE TENTH AMENDMENT PROTECTS STATES AND LOCAL <br />GOVERNMENTS FROM BEING COMPELLED OR COERCED TO ENFORCE <br />EXCLUSIVELY RESERVED FEDERAL FUNCTIONS. IN ADDITION, CLARIFY <br />AND MORE ACCURATELY REFLECT THE FOLLOWING TO THE PUBLIC: <br />SANTA ANA'S SANCTUARY CITY ORDINANCE NO. NS -2908, SIMPLY <br />CODIFIES PUBLIC SAFETY PRACTICES THAT HAVE BEEN IN EFFECT <br />FOR OVER 40 YEARS. THESE PRACTICES COMPLY WITH ALL <br />FEDERAL LAWS, INCLUDING 8 U.S.C. SECTION 1373, AND RESULT IN <br />EFFECTIVE PUBLIC SAFETY STRATEGIES. IN ESSENCE, SANTA ANA <br />PRIORITIZES LOCAL LAW ENFORCEMENT, INSTILLS TRUST IN OUR <br />RESIDENTS, AND PROTECTS AND SERVES ALL MEMBERS OF OUR <br />COMMUNITY, AND <br />2. SANTA ANA VALUES THE CONTRIBUTIONS MADE BY ALL MEMBERS <br />OF OUR COMMUNITY.
