Implications and options to address the Mayor's refusal to sign resolutions to place <br />by -district elections on the June 5, 2018 voter ballot. <br />Because Judge Salter found that Mayor Pulido failed to do his ministerial duties and ordered <br />him to complete that duty (and still did it late and incorrectly), the Mayor should be censured. <br />In addition his actions should be reported to the FPPC for further sanctions. <br />Subpart 2. Prepare new resolutions calling for a ballot measure for the November 2018 <br />General Election to amend the City Charter to a) provide for by -district elections and b) <br />authorize any member of the council who votes to approve a contract, resolution or ordinance <br />to execute such approvals if the Mayor is unavailable or refuses to sign them. <br />Both of these resolutions should be passed and put on the November 2018 General Election <br />Ballot. The excuse that Mayor Pulido and Councilmembers Martinez and Villegas used to try to <br />keep it off the June ballot (that it was too expensive) is no longer a valid argument. If they <br />continue to oppose District Elections at this point, they lose any credibility they may have had. <br />Subpart 3. Proceed with Ward Re -boundary process to be prepared for adoption before the <br />start of the 2018 Candidate Nomination Period. <br />I support this resolution. <br />Sincerely, <br />i <br />Z <br />
