INSURANCE NOT ON FILE A-2018-056 <br />WORK MAY NOT PROCEED <br />CLERK OF COUNCIL <br />DATE: APR 1 D 701 <br />AGREEMENT WITH ALL CITY MANAGEMENT TO <br />PROVIDE CROSSING GUARD SERVICES <br />THIS AGREEMENT is made and entered into this 6Tu day of March, 2018, by and between All <br />City Management, Inc., a California Corporation ("Consultant"), and the City of Santa Ana, a <br />charter city and municipal corporation organized and existing under the Constitution and laws of <br />the State of California ("City") <br />ECITALS <br />A. On December 11, 2017, the City issued Request for Proposal ("RFP") No. 17-137, by <br />which it sought a consultant to provide adult crossing guard services to ensure the safe <br />movement of elementary school children around school zones within the City of Santa <br />Ana. The Crossing Guard Program provides crossing guard services to three school <br />districts, 35 schools, and a need to staff a total of 50 crossing guards throughout the City. <br />B. Consultant submitted a responsive proposal that was selected by the City. Consultant <br />represents that it is able and willing to provide the services described at the locations listed <br />in RFP No. 17-137 and further delineated in Exhibit A. <br />C. In undertaking the performance of this Agreement, Consultant represents that it is <br />knowledgeable in its field and that any services performed by Consultant under this <br />Agreement will be performed in compliance with such standards as may reasonably be <br />expected from a professional consulting firm in the field. <br />NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the <br />terms and conditions hereinafter set forth, the parties agree as follows: <br />L SCOPE OF SERVICES 1 <br />Consultant shall perform during the term of this Agreement, the tasks and obligations <br />including all labor, materials, tools, equipment, and incidental customary work required to fully <br />and adequately complete the services described below and at the locations set forth in Scope of <br />Services - Exhibit A, attached hereto and incorporated by reference. <br />Consultant shall agree to perform school crossing guard services for the City of Santa Ana. <br />The scope of work shall be as follows: <br />a. Consultant will monitor, supervise, and assure the safety of all school children that <br />utilize intersections and crosswalks while moving to and from school. <br />b. Consultant shall perform all work to the highest professional standard and in a <br />manner deemed reasonably satisfactory to the Chief of Police or his designee. <br />C. Consultant will provide an estimated 47,500 hours per year of crossing guard <br />services by qualified adult crossing guards approved by the City during pre- <br />determined time periods at specific locations throughout the City as shown in <br />Page I of 10 <br />
