REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 1, 2018 <br />TITLE: <br />APPROVE THE FISCAL YEAR 2018 — 2019 <br />COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM <br />{STRATEGIC PLAN NOS. 2,2; 2,4; 5,4; 5,6} <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1r Reading <br />❑ Ordinance on 2°d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Approve the Fiscal Year 2018 - 2019 Community Development Block Grant Program in the <br />estimated amount of $5,284,239 subject to adjustment upon notification of the Grant Year <br />2018 award from the United States Department of Housing and Urban Development. <br />Direct the City Attorney to finalize and authorize the City Manager and the Clerk of the <br />Council to execute memorandums of understanding with various city departments and <br />agreements with nonprofit organizations awarded funds as part of the approved Community <br />Development Block Grant Program for term beginning July 1, 2018 through June 30, 2019, <br />subject to funding adjustment upon notification of the Grant Year 2018 award from the <br />United States Department of Housing and Urban Development and non -substantive <br />changes approved by the City Manager and City Attorney. <br />City Department <br />Award <br />Community Development Agency - administration of the CDBG Program. Proposed <br />funding amount calculated based off 20% admin cap less Fair Housing amount. Funds are also <br />$2,067,532 <br />used to make award grants of up to $5,000 to eligible microenter rise businesses in the City, <br />Parks, Recreation and Community Services Agency - Neighborhood park <br />$748,784 <br />improvements. <br />Public Works Agency - Residential street improvements. <br />$748,784 <br />Planning and Building Agency - To address property maintenance and life safety <br />violations which contribute to the visual blight and general decline of an area. <br />$864,263 <br />60A-1 <br />
