REQUEST FOR <br />COUNCIL ACTION <br />19311C991611I1114il0 <br />MAY 1, 2018 <br />TITLE: <br />PUBLIC HEARING — APPROVE THE <br />FISCAL YEAR 2018 - 2019 ANNUAL <br />ACTION PLAN FOR THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT <br />PROGRAM, HOME INVESTMENT <br />PARTNERSHIPS PROGRAM, AND <br />EMERGENCY SOLUTIONS GRANTS <br />PROGRAM; AND AUTHORIZE <br />SUBMISSION TO HOUSING AND URBAN <br />DEVELOPMENT <br />{STRATEGIC PLAN NO. 5, 1} <br />CWY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1°t Reading <br />❑ <br />Ordinance on 2nd Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve the Fiscal Year 2018 - 2019 Annual Action Plan. <br />Authorize the submission of the Fiscal Year 2018 - 2019 Annual Action Plan to the United <br />States Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At a Special Meeting on April 11, 2018, the Community Redevelopment and Housing <br />Commission (CRHC) recommended that the City Council approve the Fiscal Year 2018 - 2019 <br />Annual Action Plan and authorize submission of the Fiscal Year 2018 — 2019 Annual Action Plan <br />to the United States Department of Housing and Urban Development by a vote of 5:0 (Ramos <br />absent). <br />DISCUSSION <br />Each year, the City of Santa Ana receives funding from various formula grant allocation programs <br />administered by the United States Department of Housing and Urban Development (HUD). These <br />federal grant funds provide valuable services to the community for affordable and supportive <br />housing, community development, public services, and economic development. The programs <br />include the Community Development Block Grant Program (CDBG), HOME Investment <br />Partnerships Grant Program (HOME), and Emergency Solutions Grants Program (ESG). <br />Every five years, the City must submit to HUD its Five -Year Consolidated Plan, a five-year <br />comprehensive planning document and application for all of these programs.
