Gerardo Mouet indicated the operation will be similar to Willard <br />Synthetic Field, whereby the community will have access during certain <br />hours. <br />o Councilman Tinajero asked if there is a policy on only youth use of the <br />field and not adults. Would like the policy to be presented to City Council. <br />Mr. Mouet indicated the staff work on this request. <br />o Councilman Villegas congratulated staff and indicated the area needs a lot <br />of attention due to the undesirable activity in this area. <br />5. UPDATE ON YOUTH SERVICES SUPERVISOR <br />o Gerardo Mouet indicated the Youth Services Supervisor was approved by <br />City Council in the FY16/17 budget. Received a lot of applications and the <br />oral interviews were held last Wednesday. Funding for this full-time <br />position is coming from our part time budget. Need funding in FY 18/19 <br />since position funding is not in our base budget. Mr. Mouet briefly went <br />over the agenda handout on the position responsibilities. <br />o Councilman Benavidez requested the Youth Services Supervisor also <br />work with faith base organizations and other organizations to bring the <br />community together. <br />6. DISCUSS CONCEPT FOR A CIVIC CENTER REGIONAL PARK <br />o Gerardo Mouet indicated various city staff discussed benefits of the Civic <br />Center being a regional park. The next step would be to engage the <br />Planning Department, Tenants in the Civic Center, Neighborhood <br />organizations, Board of Recreation and Parks and the Civic Center <br />Authority. <br />o Councilman Benavides indicated he is in favor of making the Civic Center <br />as a Regional Park. Needs to be identified in a Civic Center Master Plan <br />and a great community gathering space. <br />o Councilman Villegas indicated the County is moving forward with their <br />plan on the east side of Ross Street. Need to look at a Zone Change for <br />the Civic Center. <br />o City Manager Godinez II indicated he talked to the County CEO and they <br />are interested in a Joint Resolution to manage issues in the Civic Center. <br />Councilman Villegas indicated he will be addressing this issue at the Civic <br />Center Authority, which he currently serves as Chair. <br />7. DISCUSS AGENDA FOR SAUSD/CITY OF SANTA ANA COUNCIL JOINT <br />POLICY MEETING <br />o Gerardo Mouet presented the draft Joint Use Policy Agenda and indicated it will <br />be posted on Wednesday. <br />o Councilman Tinajero indicated he met with the Godinez Principal and concerned <br />parents on various issues. The SAUSD and the College are working together, <br />and the City needs to be part of the collaboration. The Joint Use agreements <br />need to be revised. District indicates they need to pay for the use of their own <br />Youth, Rec. & Comm. Svs. Committee Mtg Page 3 January 22, 2018 <br />13A-5 <br />
