REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 1, 2018 <br />TITLE: <br />RESOLUTION AUTHORIZING GRANT <br />APPLICATIONS FOR ORANGE <br />COUNTY TRANSPORTATION <br />AUTHORITY OC GO ENVIRONMENTAL <br />CLEANUP PROGRAM (TIER 1, 2018- <br />2019) <br />(STRATEGIC PLAN NO. 5, 6F) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1° Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a Resolution authorizing the Executive Director of the Public Works Agency to submit <br />applications for funding consideration under the OC Go, formerly Measure M, Environmental <br />Cleanup Program through the Orange County Transportation Authority, for a total application <br />amount of $500,000; and, if awarded funds, to execute subsequent agreement with the Orange <br />County Transportation Authority for expenditure of funds. <br />The Orange County Transportation Authority (OCTA) has issued a Call for Projects under the OC <br />Go Environmental Cleanup Program (ECP). The OC Go ECP program is designed to help protect <br />Orange County beaches and waterways from transportation -generated pollution (urban runoff), and <br />to improve overall water quality. The total amount of OC Go ECP funding is $2.8 million for Fiscal <br />Year 18/19. <br />The ECP grants in this Call for Projects are for Fiscal Year 18/19 under the Tier 1 Grant Program. <br />The Tier 1 Grant Program provides up to $500,000 per applicant. Grant applications totaling <br />$500,000 will be submitted with the goal of obtaining construction funds for a proposed water quality <br />improvement project at Mabury Park and for the Water Quality Management Plan for Bristol Street <br />Improvements - Phase IIIB (Exhibit 1). <br />A signed Council Resolution authorizing the Executive Director of the Public Works Agency to <br />submit the applications for funding consideration is a requirement of the grant application process <br />(Exhibit 2). Given the importance of protecting waterways from transportation -generated pollution, <br />staff recommends that the City Council adopt the Resolution to complete submission of these grant <br />applications. <br />55A-1 <br />
