Council discussion ensued. <br />• Mayor Pro Tem Michelle Martinez, noted funding will only apply to one <br />tunnel. Opined vote will be historic and controversial. <br />• Councilmember David Benavides, asked the length of time the estimated <br />monthly cost of $2.40 to resident would be applied and timeline as to when <br />project will be completely paid for. <br />• Councilmember Vicente Sarmiento, opined other proposed projects are more <br />expensive, project is sound, and benefit of working with other cities to reduce <br />impact to residents. <br />• Mayor Miguel Pulido, opined other cities are looking to buy water rights and <br />need to look at the future to secure water rights for the City. <br />• Mayor Pro Tem Michelle Martinez, expressed caution regarding storage <br />capacity. Opined City of Santa Ana has one of the lowest consumption rate, <br />need to ensure residents don't pay more, and need to consider what to do <br />with the water not being used. <br />• Councilmember Sarmiento as a representative on the Orange County Water <br />District (OCWD) shared that there are other proposed projects that have <br />been very expensive however, the expansion of ground water replenishment <br />system is a solid investment producing an additional 30 million gallons of <br />additional water available to us. OCWD comprised of the City of Santa Ana, <br />City of Anaheim, and City of Fullerton have all pushed back on pumping <br />percentage as their will be a rate impact to our residents.
