jmf 4/2/18 <br />RESOLUTION NO. 2018-030 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE SUBMITTAL OF <br />PROJECTS TO THE ORANGE COUNTY <br />TRANSPORTATION AUTHORITY FOR FUNDING UNDER <br />THE OC GO, FORMERLY MEASURE M, ENVIRONMENTAL <br />CLEANUP PROGRAM, TIER 1 FISCAL YEAR 2018-19 <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br />A. On March 12, 2018, the Orange County Transportation Authority's (OCTA) <br />Board of Directors authorized staff to issue the OC Go, formerly Measure M, <br />Environmental Cleanup Program (ECP), Tier 1 Fiscal Year 2018-19 call for <br />projects. <br />B. The ECP Tier 1 program is designed to mitigate the more visible forms of <br />pollutants, such as litter and debris that collects on the roadways and in the catch <br />basins prior to being deposited in waterways and the ocean. It consists of funding <br />for equipment purchases and installation to existing catch basins and related <br />best management practices such as screens, filters, inserts, and other "street <br />scale" low flow diversion devices. <br />C. A total of $2.8 million is available to eligible applicants, which include Orange <br />County cities and the County of Orange. The maximum amount that an applicant <br />can receive in the funding period is $500,000 for fiscal year July 1, 2018 to June <br />30, 2019. <br />D. For the Tier 1 Grant Program, a minimum local match of 20 percent of the <br />eligible project cost is required. The matching funds shall be provided as a cash <br />contribution. <br />E. The City of Santa Ana has authority to nominate for ECP funding water quality <br />improvement projects having a transportation pollution nexus. <br />F. The projects to be nominated by the City are eligible projects for OC Go ECP <br />Tier 1 funding. <br />G. If awarded funding, the City will provide matching funds for each project as <br />required by OCTA's Comprehensive Transportation Funding Program guidelines. <br />Resolution No. 2018-030 <br />Page 1 of 3 <br />
