Box 1988, M31 Santa Ana, CA 92701 Re: City Support for Offsite Improvements Related to School Construction Dear Mayor Pulido, Santa Ana Unified School District (District) wishes to inform you of our interest in a project that recently came before the Santa Ana City Council (Council). At its meeting on May 15, 2018, the Council held a public hearing for the Mater Dei High School Parking Structure and School Expansion Project (item 75C) and considered action concerning the requested amendments to the General Plan and Development Agreement. At issue was Mater Dei's request for the City's financial support of the project via approximately $1.8 million dollars of offsite utility and street improvements in the surrounding area. Mater Dei's request includes use of City funding through Measure M2 related to the OCTA/Bristol Street widening project as well as SB 1 funding for improvements to St. Andrews Place and to provide a new public alleyway. Several Council Members expressed their support for academic institutions in the City of Santa Ana, not only for Mater Dei, but additionally for the District. The District would like to take this opportunity to enlighten the Council to the many similar public school expansion and reconfiguration projects needed to improve SAUSD schools. To the extent that these projects may require or be enhanced by related offsite improvements, including street reconfiguration, traffic signalization, or other methods, we sincerely hope the City will be prepared to assist and partner with the District at the same level of financial support as considered for Mater Dei High School. For example, providing $1.8 million in fimding for Mater Dei's 2,100 students, yields a factor of $857 per student. Likewise, similar funding to improve schools for Santa Ana's 50,000 students would provide entitlements of approximately $42,850,000 to the District. We greatly appreciate the Council's consideration of our common goals related to funding for public school improvements in the Santa Ana Unified School District which ultimately benefits Santa Ana residents as well. Mater Dei High School has NEVER requested that the City of Santa Ana divert ANY federal, state or city funds that were supposed to go to the funding of the public schools in the SAUSD, to be used to fund ANY redevelopment projects at Mater Dei High School. 2. Any funds used to pay for the Bristol Street Widening Project over the past 2 decades have been directed specifically to the purposes of the Bristol Street Project and cannot be used for any other purpose. By the way, there are 5 SAUSD schools which are located adjacent to Bristol Street and thus have directly benefitted from the Bristol Street Widening Project ( as have Mater Dei High School, Santa Ana College and the entire Santa Ana community ). 3. Mater Dei High School IS NOT requesting that ANY City of Santa Ana Budget Funds be used to pay for any portion of the Mater Dei High School Redevelopment Project. 4. Mater Dei High School is requesting that the Santa Ana City Council direct City Staff to work with the OCTA to use surplus funds from the Bristol Street Widening Project ( which has been identified by OCTA to be at least $2 million and could be as high as $9 million ) to fund the Signalization & Intersection remodel at the corner of Bristol & St. Andrew Place, as well as the Paving Upgrade to St. Andrew Place between Bristol and Baker. This signalization and intersection upgrade would be a positive benefit to the local community both in terms of traffic flow as well as pedestrian safety. The paving upgrade would also be a positive improvement for the neighborhood. Originally, the City Staff had identified the scope of the budget for both the signalization as well as the paving upgrade to total approx. $1.18 million. However, City Staff has subsequently revised the budget of these 2 projects down to approx. $800,000. 5. Mater Dei High School is withdrawing our request for the City to use SBI Funds to fund the public alley way on the back side of the proposed MD Parking Structure. d In conclusion, Mater Dei High School, in order to finalize Amendment #3 to the Development Agreement between the City of Santa Ana and the Diocese of Orange for the purposes of the redevelopment of Mater Dei High School, is requesting that the Santa Ana City Council vote to remove the requirement for Mater Dei High School to bear the financial responsibility for the signalization & intersection upgrades at Bristol and St. Andrew as well as the paving upgrades on St. Andrew between St. Andrew and Baker. Mater Dei High School will be responsible for the Demo, Grading and Curb & Gutter for the public alley way on the back side of the proposed MD Parking Structure. I would also remind you all that Mater Dei High School has had a tremendously positive impact on the lives of thousands of Santa Ana resident students who have attended and graduated from MDHS since its opening of MDHS on the corner of Bristol and Edinger in Santa Ana in 1950. In addition, through our Mater Dei Campus Ministry Outreach Program, tens of thousands of Santa Ana residents have been positively impacted through the hundreds of thousands of community service hours which Mater Dei High School students have volunteered in the City of Santa Ana over the past decade. Thank you for your time and attention to my response to the attached letter from the SAUSD and for your attention to my request pertaining to the offsite city improvements associated with the Bristol Street Widening Project.
