AB2188 Solar Streamlining Act, 2014, required
cities to:
◦develop a streamlining ordinance
◦remove obstacles
◦minimize costs for solar permits of small residential
rooftop solar systems.
◦established definitions and fee limits for solar panel
permits, which expired 1/1/18
AB1414 Solar Energy Systems, 2017
◦enacted to further defined types of solar energy systems
covered under the existing Solar Streamlining Act
◦re-established fee structure and limits cities can charge
for permitting
“Solar energy system” definition: any photovoltaic
device integrated into a building, including but
not limited to, windows, siding, roofing shingles
or tiles
“Thermal systems” defined for solar water
heating systems and establishes fees for thermal
systems
Updated fees for solar energy systems
Reduced the residential solar energy systems
permit fee from $500 to $450
Extends the applicability of the new fee limits
until January 1, 2025
Adopt an ordinance amending Chapter 8 of
the Santa Ana Municipal Code updating the
existing solar permitting ordinance in order
to comply with California Assembly Bill 1414
