Appeal No. 2018-02 of Conditional Use Permit No. 2018-01 to Approve the Conditional Use Permit Allowing the Operation of a R-12 School for Citrus Springs Charter School Dear Mr. Pulido, Santa Ana Unified School District (District) wishes to inform you of our interest in Appeal No. 20.18- 02 of Conditional Use Permit No. 2018-01 to Approve the Conditional Use Permit Allowing the Operation ofa K-12 School for Citrus Springs Charter School which will come before the Santa Ana City Council (Council) tonight on June 5, 2018. We respectfully oppose the council overturning the recommendation of the planning commission. In a letter from Citrus Springs Charter School to the Mayor and Councilmembers dated March 22, 2018, (noted as 75C-18, Exhibit B), the charter organization states that they need students attending on campus particularly their English Learners, students with disabilities, and struggling students in order to meet grade level standards. We believe these students would better be served in our local public schools with highly qualified trained teachers and up to date instructional materials on a consistent basis. Furthermore, Citrus Springs holds that at most, the total number of students in 9'h - 12u' grades will only be on campus twice a week (75C-2), This falls short of providing struggling students the interventions they need to be successful. Additionally, how can the Charter School arbitrarily make a decision on providing services twice a week to students with disabilities? The individualized services for each student with a disability is determined by each Individualized Education Program (IEP) team. By stating that services will only be provided on campus twice a week, the school will not be able to meet the needs of students with disabilities and will be denying access to students who required five days a week of specialized academic instruction and related services per their IEPs.
