EDIBT provided high-level feedback for strategic refinements, including: Developing land use policies, standards, anc objectives to create a destination -oriented mixed-use environment Producing high-quality projects to activate trite area and be a catalyst for future develoF-I Completing a comprehensive economic an( fiscal analysis to evaluate allowing additionc mixed-use development and understanding long-term impacts Potentially reevaluating existing caps on net (new) development in the MEMU. Recommended that the City Council take one of then following actions: 1. Approve the Metro East Mixed Use (MEMU) Overlay Zone amendments and expansion project as originally proposed by: A. Adopting a resolution certifying the SEIR and approving General Plan Amendment No. 2018-03 B. Adopting an ordinance approving Amendment Application No. 2018-06 and Zoning Ordinance Amendment No. 2018-03 2. Continue the item and direct staff work with the Economic Development, Infrastructure, Budget and Technology Committee (EDIBT) and develop recommendations for refining the proposed MEMU project before returning to the City Council for consideration within 30 days (Committee recommendation). ■ MEMU adopted in 2007 ■ One of the City's first form -based codes ■ Overlay zone approach Gives additional options to property owners No non -conforming restrictions that stem from a traditional zone change ■ Handful of projects One project constructed (The Nineteen0l ) Three projects entitled (The Madison and two AMG projects) ■ 2014 Housing Element, identifies housing opportunity sites ■ City Council initiated MEMU expansion along First Street ■ Recent reinvestment in the extension area Holiday Inn Express AMCAL housing community ■ SEIR prepared to address MEMU Expansion & Amendments and Elan projects. Modify Permitted Uses to Allow: Mixed-use developments with residential in Center district, Commercial uses and religious assembly in Neighborhood Transitional, Village Center, Urban, and Office districts. Villagt� the Active MEMU extension and amendments will create additional market-driven investment opportunities. Amendments will bring MEMU into closer consistency with other form -based codes in Santa Ana. Development Intensity will not be increased. Cap of 5,551 units will remain and be spread across existing and new MEMU areas. Extends the Overlay allowing existing uses to remain as conforming uses.
