Overlay proposal for Elks Club parcel
I am writing to give some comments on the proposal for the 600+ units to be built on the parcel known as the Elks. I can
not make the Tuesday meeting and only just received the notice at my home last week. I currently own the property aqt
207 Wright, Santa Ana. I am a realtor by trade and feel this proposal will greatly damage the current property values in
the area for single family homes. We currently are struggling with parking Issues that I tried to address to the city with no
help.
So first why do I oppose? I love the idea of the street car and wish it would go further down 4th or 1 St street to the
freeway, I do not like the high density coming in to the neighborhood with no infrastructure to support It. You are allowing
for 1200 parking spots for the 600 units (2 per site),but nothing for the commercial use. Also in this area we have many
multiple households with 2-6 people with automobiles. Where will these people park? Where will these people shop, get
outside (no parks In area), and have recreation? You recently allowed the high density units on First St. and Cabrillo
which still have not fully sold. If they and these do not sell will they become rentals? Did Santa Ana not learn from the
Grisett era of high density building? All those apartments in Santa Ana which brought blight to the neighborhoods. If you
in addition put up another high density building on 4th St at Cabrillo that will bring about 8,000 people In to a square mile
area. There is a small park there but it is already over crowded.
I petitioned for permit parking 2 years ago on Wright St. The section closest to the Mayors home received the permits, my
area did not. There are many absentee landlords and multiple family units. I have parking for my area but the other
homes do not. We are getting overflow from the apartments on Lyon and First Street. Also there are transient motor
homes parking on Palm St. regularly. I also petitioned for Palm but was told that since there was a commercial building
there we could not go permit. That property has a large parking lot and does not use street parking. We are riddled with
trash, beer bottles. people urinating in our yards, etc. What will happen when you have 1800 people with 1200 parking
spots. They will come to our areas also and over whelm the residential neighborhood.
All of this will decrease our values and bring crime into our area. I was told the Zoo wanted that area for a parking lot,
why not sell it to them and make a better use of the property for something that is really needed.

Re: 75 B - METRO EAST MIXED-USE OVERLAY DISTRICT EXPANSION AND ELAN
DEVELOPMENT PmECTS SUBSEQUENT ENVIRONMENTAL IMPACT REPORT
The Kennedy Commission (the Commission) is broad coalition of residents and community
organizations that advocates for the production of homes affordable for families earning less than
20,000 annually in Orange County. Formed in 2001, the Commission has been successful in
partnering and working with jurisdictions in Orange County to create effective policies that have
led to the production of new homes affordable to low income working families.
We are writing to request that the proposed MEMU Overlay Zone expansion area that would add
33.52 acres or approximately 48 parcels to the project area be further examined acrd be made
available for appropriate community review and comment.
The proposed amendment creates new development opportunities for housing and some retail.
The additional project area extends the MEMU overlay west primarily along First Street,
generally bound by the Santa Ana (1-5) Freeway to the east, Grand Avenue to the west, East
Chestnut Avenue to the south, and Fourth Street to the north. The proposed Elan Project is
located on an approximately 6.4 -acre site at 1660 E. First Street, within the proposed MEMU
Overlay Zone expansion area.
This proposed MEMU proposed expansion is moving forward without public outreach and input
of community residents. In addition, the proposed MEMU expansion fails to consider alignment
and consistency with the City's General Plan, Housing Element Policies and other Land Use
objectives.
As you are aware the City is in the process of the update of the General Plan. Over the past two
to three years the City has done outreach and education on the General Plan objectives and vision
for development in the City. The MEMU Expansion has not beer) as part of the General Plan
Update discussions and now is being proposed as a new or expanded separate Specific Plan.
As the City moves forward in proposing new development opportunities, hies, we would urge the City
to analyze the alignment of the proposed land use changes to its Rousing Element and General
Plan policies and goals. In addition, in proposing these stand along Specific Plans, such as the
MEMlJ Expansion we ask that the City analyze the impacts and value of development and land
use incentives. These specific plans facilitate and enhance the value of land for owners and
increase land use flexibility for developers. We believe the City should be asking the following;
1. Aside from new development, "What does the City and residents get in return in value for
this community investment (rezoning)?"
2. What Community Serving facilities will be created in the expansion area, such as parks,
community spaces, etc.?
3. What is the connectivity of the MEMU Expansion area to the City of Santa Ana? What
are the public transit options for the area?
4. What type of housing and affordability will the developments offer to Santa Ana
resident? How do the developments help with the City's housing needs for working
families? Do these housing units align to what Santa Ana residents can pay for rent?
5. How does the proposed MEMU Expansion align with the Housing Element and General.
Plan?
6. How does the MEMU Expansion help the City obtain infrastructure funding and grants
from state and federal resources?
7. What Community Benefits will come to the community of Santa Ana from the ML:MU
Expansion?
