RESOLUTION APPROVING THE CENTRAL SANTA ANA COMPLETE STREETS PLAN (STRATEGIC PLAN NO. 5, 6B) - Public Works Agency Dear Mayor Pulido and Councilmembers, I am writing to express Santa Ana Active Streets' (SAAS) support of the resolution approving the Central Santa Ana Complete Streets Plan. SAAS is a community-based coalition with the mission of cultivating diverse community participation in creating a safe and accessible environment for active transportation in Santa Ana. Formed in 2013, ourvision is to empower residents to become engaged participants in the emerging active transportation movement in Santa Ana by hosting community events, workshops, and trainings; partnering with local organizations; and working directly with city officials. Santa Ana is one of seven communities in California designated as a Pedestrian -Bicycle Focus City by the Federal Highway Administration's (FHWA) based on the City's large numbers of pedestrian/bicyclist fatalities or high population -based fatality collision rates. In response, the city has undergone numerous initiatives to combat this endemic of injuries and fatalities on our city roads, including a multi-year bicycle and pedestrian safety education campaign, completed a Vision Zero Plan with the aim of reducing roadway fatalities and injuries to zero. The city has also led active transportation planning initiatives in our downtown and the Central Santa Ana area that have brought diverse voices together to support transforming our streets for bicyclists, pedestrians, bus riders, and skateboarders. With the approval of the Central Santa Ana Complete Streets Plan, the City continues its drive to make the city streets safer and more accessible for folks of various mobilities to walk, ride or roll to work, to school, or to their families and friends. SAAS, along with Latino Health Access, were also involved in the community outreach efforts. We believe with our involvement, and the team that was formed, residents that currently live in the area, including mothers that walk or ride the bus, kids that go to schools in the area were the centered in this process. We also appreciate how the team and the plan acknowledged the concerns around displacement of residents due to the influx of investment happening on our streets as a result of improved Page 2 of 2 sidewalks, intersections and added bike lanes. The community members that brought this up are supporters of making their streets safer, but the recent influx of money into the city, especially in the downtown area, has also led to gentrification and displacement of long-time businesses. We urge with the approval of this plan that the city work to create equitable solutions that ease these anxieties and create policies that bring in this investment but assist in keeping residents that currently live here as their residents in the future, especially low-income. The Central Santa Ana Complete Streets Plan provides is a result of engaged residents and has led to them taking ownership over the City's pedestrian and bicycle safety efforts. We strongly support and urge the City Council to approve this resolution.
