Dear Mayor Pulido and Santa Ana City Council Members:
We are writing this letter to ask you to continue the item 19D, the Request
for Proposals for the sale of City -Owned real properties, until you as a
policy making body can answer in writing, how you are complying with the
CA Surplus Land Act with the proposal of these sales.
In particular, we ask that the City Council (1) clarify its position on
compliance with the Act; and (2) take all necessary steps to ensure that it
fully complies with the Surplus Land Act, including following the Act's
requirements in the sale or lease of all surplus City -Owned real property.
By authorizing the City to approve the Request for Proposal for the Sale of
City -Owned real properties with restricted use of proceeds and allow for
direct negotiation for sale of exempt real property, we believe is in conflict
with the Surplus Land Act's requirements and provisions relating to
notification and the prioritization of affordable housing.
In addition, the City of Santa Ana is undertaking a General Plan Update.
The General Plan has not been updated for over 30 years. As stated in your
December 4, 2018 staff report, "The goal of the Land Use Element is to
provide a long-range guide for the land use and physical development in
the City to reflect the community's vision for a quality of life. This element
is a tool to promote public health, reduce infrastructure costs and address
long-term environmental issues such as climate change and water
resources." Given that Land Use will be one of the elements of the General
Plan, the sale of these City -Owned real properties is premature and not in
line with the City's intent to best promote the goal of the Land Use
Element.
A city cannot have a comprehensive vision for its built environment
without a General Plan that guides zoning and land use. OCCORD's
mission is to ensure that there is equitable development in Orange
County and specifically in Santa Ana. We believe that selling off
public assets without consideration of the Surplus Land Act is
absolutely in direct conflict to promoting equitable development.
We ask that you continue item 19D until you, the Mayor and members of
City Council can answer how you plan to comply with the CA Surplus Land
Act with the sale of these public parcels.

Dear Mayor Puhdo and Santa Ana City Council Members,
Founded in 1994, El Centro serves as a synergistic, cultural organization and space that
emphasizes the empowering effect of identity and collective work, particularly for immigrant
youth and families in our city, Santa Ana, California. As a long time community based
organization with strong interests in community empowerment, we are writing this letter to
ask you to continue the item 19D, the Request for Proposals for the sale of City -Owned real
properties, until you as a policy making body can answer in writing, how you are complying
with the CA Surplus Land Act with the proposal of these sales. Selling off public assets
without consideration of the Surplus Land Act is absolutely in direct conflict to promoting
equitable development and in conflict with the Surplus Land Act's requirements and
provisions relating to notification and the prioritization of affordable housing. The City
needs to deepen its commitment to working alongside the community in the development
process, to ensure that the community's needs are being met. The parcels represent a key
opportunity to do this.
We also would like to state our support for the efforts by community groups and
stakeholders who are working collaboratively with the city to create development processes
that prioritize community benefits and needs. Community based organizations and
community land trusts are innovative ways in which we can begin to think of development
in our city that promotes community stability and sustainability. We hope the City of Santa
Ana can be at the forefront of these more just and innovative planning and development
models that better protect our immigrants, workers, and youth.
Santa Ana has the opportunity to lead the way and set a high standard for community led
development in Orange County. El Centro strongly encourages the City of Santa Ana to
continue item 19D until you, the Mayor and members of City Council can answer how you
plan to comply with the CA Surplus Land Act with the sale of these public parcels.

As a public health community organization, Latino Health Access partners with the
community to bring health, equity and sustainable change through education, services,
consciousness -raising and civic participation. We know that the city of Santa Ana is in urgent
need of dignified, affordable housing and that our youth are in urgent need of healthy spaces
with recreational opportunities.
PREVENTION EDUCATION ACTION
We also know that these needs are directly connected to the poor outcomes in health that
we are seeing today. Selling our public land will further contribute to the crises our
community is facing and dismiss the opportunity to create a healthier Santa Ana. Approving
this RFP would be in direct violation of the Surplus Land Act.
We urge that you not approve item 19D until you can present clear evidence to the
community that you will comply with the State of California Surplus Land Act. As our
representatives, we call on you to ensure that the city is responsibly stewarding these
valuable public assets and guaranteeing Santa Ana residents access to affordable housing
and open space, as Is required by law before any attempts to sell them off.

OCCCO on Support Item 19D
The recommended action will authorize staff to solicit an RFP for 23 combined parcels (this represents a total of
over 83 parcels) and allow direct negotiation for 5 substandard parcels for a total of 88 parcels.

As an OCCCO organization we believe that the community has challenges, and among them I want to
mention fair housing, green areas and more programs that support the leadership of our community,
especially for young people, we believe that the land spaces that the Santa Ana city has to go in focus on
supporting the poorest and most vulnerable in our community.
"OCCORD identified 109 remnant parcels from our Jan 2019 PRA. The 88 are vacant undeveloped parcels on
the Bristol Corridor that are subject to the OCTA cooperative agreement ( which means that the parcels must be
sold at market -value and proceeds must "must be used to reimburse the granting agencies, and/ or to fund
improvements within the same or similar project(s)." ) The city council has been using that restriction as a
reason to argue that they are unable to develop those parcels for community benefit. We believe that they
still need to comply with the Surplus Land Act.
The staff report also indicates that these 88 parcels with restricted sale and use of proceeds -- parcels acquired
with state/federal funding for Bristol Street Improvements Project or similar projects -- are exempted from the
Real Property Disposition Policy (RPDP). "
That's why the OCCCO organization strongly supports Item 19D

The Kennedy Commission is a broad based coalition of residents and community organizations that
advocates for the production of homes affordable for families earning less than $20,000 annually in
Orange County. Formed in 2001, the Commission has been successful in partnering and working with
jurisdictions in Orange County to create effective policies that has led to the new construction of homes
affordable to lower income working families.
The Kennedy Commission is in opposition to the proposed sale of city -owned properties. The City must
(1) clarify its position on compliance with the California Surplus Land Act; and (2) take all necessary
steps to ensure that it fully complies with the Act, including following the Act's requirements in the sale
