To the Honorable Members of the Santa Ana City Council,
On Tuesday, March 19, you will consider agenda item 65C—review of applicants for the
vacant Ward 4 Council seat. The agenda includes two potential actions you might take.
I am writing to encourage you to choose option 2b: convene a special meeting on
another date prior to April 1.
With the appointment of an individual to the Ward 4 seat, the Council has an opportunity
to turn the page on a painful and embarrassing chapter of our City's history. The
residents of Santa Ana deserve to be represented by an honorable leader who
demonstrates integrity and a people -centered approach to leadership. Although neither
of the candidates we had to choose from in the 2018 Ward 4 election demonstrated
these characteristics, we now have the chance to correct that and ensure that the Ward
4 seat is occupied by a leader of strong character.
The people of Santa Ana also deserve the opportunity to weigh in on who should
represent them. If it pushes the decision to appoint an individual to the Ward 4 seat to a
later date, the Council will demonstrate good faith to the community by allowing
residents more time to get to know the six individuals who have submitted applications
for this appointment. This extra time will make it possible for residents and community
groups to assess the candidates' backgrounds, qualifications, and histories of service to
the community in order to make well-informed recommendations to Councilmembers
with respect to whom they should appoint.
As Santa Ana's elected officials, you have an obligation to act in a manner that is
aligned with the needs and values of the community you serve. To do so in this situation
requires that you commit to a transparent appointment process that welcomes and
honors input from your constituents. Accordingly, a decision to delay the appointment in
order to allow more time to make this important decision will demonstrate your
commitment to the people of Santa Ana.

PETITION
Santa Ana City Council: Appoint Phil Bacerra for Ward 4!
Phil Bacerra has been a Ward 4 resident for years and was the first to declare his Ward 4 candidacy intentions back in December of 2017. No other
contender declared candidacy for this position until the last minute . The one person who ran against him filed his candidacy at the last minute and did so
by fraudulent registration. This contender then proceeded to run a campaign of slur tactics against his opponent, Phil Bacerra, in the final stages of the
election and barely edged a victory. Through a court order, he was required to tend his resignation and vacate this Ward 4 council seat, due to his
fraudulent registration activity.
We feel that since Phil ran a respectful campaign and had endorsements from many of the residents, past council members, planning and board
commissioners (as well as receiving 44% of the vote) it would be most efficient to simply appoint him to this council seat and avoid holding an
expensive, special election.
We encourage you to do the right thing and appoint Phil Bacerra to the Ward 4 Council position for Santa Ana. Thank you.

1 would like to express my support to Ken Khanh Nguyen to be appointed to the Santa Ana City
Council representing Ward 4.
Ken is one of the unique community leaders that put his people first before himself. He is a
selfless man who quietly engages in a diverse cross-section of our society, always trying to
improve the lives of the community members. His efforts have helped Little Saigon to flourish and
become an educational and cultural asset to the County.
lie led important projects in the City of Westminster such as the Vietnam War Memorial and the
Little Saigon Business District Monument signs. In addition, he has helped organizing many
annual public events such as the Christmas Wish Program, the Tet Parade, the Moon Festival and
many others as part of his goal to build a multicultural county to promote cultural awareness and
togetherness.
Ken has a significant and sustained influence through his non -biased, positively focused interest in
the community's needs. He has made significant inroads within city and county government,
opening lines of communication necessary for the growth and success of the City. Ken's
contributions to the City of Westminster have been greatly appreciated, and we are confident that
his efforts and expertise would benefit other cities as well.
Therefore, we strongly encourage you to vote to appoint Ken Nguyen to serve on the Santa Ana

I will not be able to attend the meeting tonight due to illness.
I hope the Council will decide to fill the 4th Ward Council Seat by appointing Phil Bacerra and save us the cost
of a special election. Even if it were scheduled at the next regular election, there would still be unnecessary tax
monies spent. More importantly, it would leave a significant population in our City unrepresented for a long
time.
This is a no-brainer. Please Seat Phil Bacerra and lets get on with the business of the City.

I felt it important that I email you regarding your appointment for Ward 4 City Councilmember.
15C I believe that you should seriously consider doing a special election and partner with SAUSD.
This would just make sense and you can split the cost of the special election with them.
2nd the appointment of the next council member please DO NOT consider Phil Becerra!
The accusation of his abuse to his formal girlfriend, are true.
There was no conspiracy on getting the message out about his character.
When Griselda de Santos, approached me with her concerns of him running, she was in pain of seeing his signs posted
everywhere.
Seeing his signs brought back the abuse she endured and triggered all those feelings anger, hurt & fear.
We did the only thing we could and that was share his abuse and behavior on social media.
We felt it was the only way to get the message out and it worked.
If someone picked it up and used the information to send political campaign material, that is on them, not Griselda.
However the truth got out and that is WHY he lost the campaign.
It's truly a shame that Roman Reyna did what he did, but please don't punish the constituents by appointing a known
abuser.
I know all of you believe in nonviolence and are against domestic violence.
Some of you even belong to organizations, helping women who have been abused.
Some of you, if not all of you know women, who have been abused and you know that these feelings are real
It take years to get over the trauma, if she ever gets over it, PTSD is real!
Please appoint with your conscience and what is best for Santa Ana.

Had Mr. Reyna not been on the ballot, as it has been proven he was not qualified for, I believe Mr. Bacerra
would have won the November election. He is qualified and a dedicated member of the Santa Ana community.
I have known Mr. Bacerra personally and professionally for over 10 years. As a partner and manager of
Memphis at the Santora and as a member of Downtown, Ines Marketing Committee, I had many opportunities
to discuss Santa Ana's development and business climate with Mr. Bacerra. He knows how to balance the
needs of business owners, residents, developers, and governments. His skills and intelligence would be an asset
to the council.
As a resident of Santa Ana, I am concerned that proceeding toward a special election would be expensive and a
strain on our city's already fragile budget. Please appoint a council member this evening. Please appoint Phil
Bacerra--the only logical choice.
