On October 6, 2008, the Housing Authority increased the Executive Director's authority to
execute agreements to an amount not to exceed $25,000. Agreements valued at greater than
$25,000 require approval by the Housing Authority Board. This is the same authority granted to
the City Manager by the voters through a Charter Amendment in November 2006. The authority
granted to the Executive Director requires the submission of a quarterly report to the Housing
Authority at a public meeting on all such agreements. The report is required to include the
names of each contractor and the amounts for each contract. There were no executed
agreements during quarters 1, 2, and 3, July 1, 2018 — September 30, 2018, October 1, 2018 —
December 31, 2018, and January 1, 2019 — March 31, 2019. The quarterly report for quarters 1,
2, and 3 are included because the reports for quarter 1, and 2 were not received and filed.
STRATEGIC PLAN ALIGNMENT
Approval of this item supports the City's efforts to meet Strategic Plan Goal #4 Fiscal
Sustainability, Objective #1 (Maintain a stable, efficient and transparent financial environment).
