RECOMMENDED ACTION
Amend the contract with Commercial Cleaning Systems for janitorial services in the amount of
$236,000, for a new total annual amount not to exceed $973,074, and extend the term by four
months for a new contract expiration date of October 31, 2019, subject to non -substantive
changes approved by the City Manager and City Attorney.
DISCUSSION
Facility management recently transitioned from the Finance and Management Services Agency
to the Public Works Agency. Public Works Agency oversees City facilities in order to maintain
clean, safe, and properly functioning buildings. Janitorial services for City Hall, Ross Annex,
Santa Ana Regional Transportation Center, Corporation Yard, Santa Ana Main Library, Newhope
and McFadden Learning Centers, and six recreation centers are provided by a combination of
City staff and a janitorial service contract.
On June 17, 2014, the City Council approved the execution of a three-year agreement with
Commercial Cleaning Systems with two one-year renewal options to provide janitorial services at
the City facilities referenced above. The term of the agreement commenced on July 1, 2014, and
will expire on June 30, 2019. To ensure the continued services, staff recommends extending the
current agreement terms on a month -to -month basis while staff evaluates the level of service
needed and to allow for a new Request for Proposals (RFP) to be issued. Staff anticipates
releasing an RFP for janitorial services in the next thirty days.

STRATEGIC PLAN ALIGNMENT
Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities &
Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City
assets), Strategy C (invest resources and technology to extend the service life of existing
infrastructure to protect the City's investment and support a high quality of life standard).
FISCAL IMPACT
Funds in the amount not to exceed $236,000 are in the proposed budget for FY 2019-20 as
