We need to have resolution immediately regarding the homeless situation that is next to our place of business. There is fecal matter, trash that is attracting pets plus illicit activities such as drugs, damage to property and theft that is occurring daily. Our employees are being directly impacted by this. If they have to leave the building after hours — they have resorted to carrying knives in case they get jumped when leaving the facility. There has been theft of their locked bikes, opening of cars and lewd conduct when they park their cars. Our business is being impacted and we follow strict guidelines for pest control and inventory control for our customers and this has the potential of our largest customer leaving due tc the risk of contaminated shipments caused by an infestation. We ask that you vote yes on Item 85A which allows your City Manager to direct the police and other city departments to full enforcement of our anti -camping laws, drug laws, illegal dumping laws and other means already on the books designed to deal with these types of serious crimes. This needs to be an immediate priority with daily cleanup efforts until the issue is mitigated. Four of them are located in the city of Santa Ana. Over the last several years we have seen an upswing in the crime, homeless, drug use, and bio hazard waste at or near our locations. Below is a list of the activities that have been witnessed: Birch Street Drugs, alcohol, and street racing at the end of the Birch Street cul-de-sac Fairview Street Homeless camps and vandalism to businesses that back up to the Greenville Banning Flood Channel Grand Avenue Homeless camps, vandalism, theft, biohazard, break-in's, trash on the property MacArthur Blvd. Major homeless camps, vandalism, theft, biohazard waste, break-in's, and trash along the railroad tracks I am asking for the full support of law enforcement, public works, mental health services, Union Pacific and the County of Orange to enforce our anti -camping laws, drug laws, illegal dumping laws and other means already on the books designed to deal with these types of serious crimes. It is only a matter of time before one of our tenants or customers to their places of business are harmed or are further victims of break-in's and theft. Not an excuse - just my reality. Below is my comment. 0 Please read below is only a 1 minute 45 second read: Hello council members. I am here to tell you a story. On June 20'h I was a parent chaperon with my daughter's 6ch grade class as part of their summer enrichment program. The field trip consisted of taking the kids to a lagoon. At first I thought we were going to a natural lagoon, but when we arrived it was a man-made lagoon that is part of a lucrative association in Irvine. When we got there, before entering and to my dismay, the teacher asked kids the following questions: Do you see any homeless here? Do you see any trash? Do you see any graffiti? With their heads down they quietly said NO. In their voice and body demeanor I can tell you these kids, did not feel proud of where they live — they felt embarrassed and powerless. I am here to ask you, have you ever felt like that? Miguel, Vicente, Juan, Jose... Put yourselves in that moment — as 11 or 12 year middle school age boy... Later I asked my own daughter how she felt when the teacher asked these questions and she said: "Well, mom is the truth. We can't even go to nearby parks such as Centennial because there is always so much trash and so many homeless. I don't feel safe at the parks near our home." I took this moment as a teachable lesson to teach her to fight, to have a voice to get her education and not to let these questions bring her down. The reason for my story is to remind you that you have the power to help our kids feel proud of where they live. Enough is Enough. Stop our city for continuing to be the trash dump of Orange County. Enforce the laws. No more homeless shelters. Get Outlook for Android
