Will there be larger outdoor eating and parking, thus more noise coming from the location and who will monitor. I am also inquiring with a larger facilites will the transaction times for drive through guest be diminished thus lowering the impact of idling vehicles, lower emissions. Also is the applicant willing to help maintain cleanliness within the 500ft impact area. Cleaning the area and having trash receptacles within the 500ft impact area. We do have occasion guests of In-N-Out parking in the surrounding neighborhood and leaving food containers leaving a negative visual impact on the neighborhood and the residences. If approved what positive impacts the applicant will be making to the local community, donations, community involvement, etc. Thank you for your time. Bristol - In-N-Out Burger Dear Members of the Planning Commission, I am a homeowner and resident at 917 Louise Street, the next street over of Bristol. My home is on the east side of Louise Street and approximately 5 houses north of where In-N-Out is currently located, so a good amount of distance is between my home and the current In-N-Out location. Despite that distance, the noise from In-N-Out, particularly their loudspeaker/PA system has been a nuisance and something I consider noise pollution for me and my fellow residents in the neighborhood. In-N-Out, for the most part, has been a good neighbor with respect to the way they have handled their operation and I don’t object to them being located in the area. What I do object to is their use of a loudspeaker/PA system that is very loud, disturbing, especially when I am trying to rest and go to sleep, and overall annoying. In-N-Out primarily uses the loudspeaker/PA system to let customers know that their order is ready, e.g. “Order number 252, your order is ready.” The orders are called out all day and all night, all night long until the business closes for the night. A day doesn’t go by that I don’t hear In-N-Out staff calling out orders that are ready for pick-up unless In-N-Out is closed, which very rarely happens. I regularly hear the order pick-up messages being called out at night while resting inside my home and also when I am laying in bed at night trying to fall asleep. The noise is polluting our neighborhood environment, our lives, and well-being. I have repeatedly contacted In-N-Out corporate offices via email and telephone regarding the noise from this location and have discussed this matter with them. They informed me that they were going to turn down the volume of the speakers but that has not happened. I also spoke with the In-N-Out regional manager that covers this area and is responsible for the operations at this facility, but that did not change anything. I explained to him that I understood the operation needs to let customers know that their order is ready and also realize that a new build-out will be coming and hopefully with it a new solution to this problem, but for now if they could please turn down the volume of the speakers to be respectful of their neighbors and the residents of the community. The regional manager said he would talk to the store manager about the issue advise them to lower the speaker volume. This did not happen and the noise is still as loud and frequent as ever. I have also proposed the use of different technology that could do the job but without the noise - - how about a low-light LED electronic sign that could show the order numbers that are ready for pick up? Customers could look at the sign, see that their order is ready, and pick up their food. Or, how about the In-N- Out staff simply bringing the food to the customers when it was ready like it used to be done in the past? Customers could be given a number sign and In-N-Out staff take the food to them. Before contacting you and other City of Santa Ana officials I made an effort to resolve this by directly communicating with In-N-Out, thinking that they would be reasonable and understanding about the impacts that their business has on the surrounding neighborhood and residents. That does not seem to be the case. The noise from the loudspeaker has not stopped nor has it decreased. I can hear it both inside my home and outside in the front and back yards at all times of the day. I can only imagine the level of noise that the residents living on the west side of Louise Street and closer to In-N-Out must be dealing with day and night. I sincerely hope that you will work with In-N-Out to ensure that this problem of noise is solved when they develop and move in to their new facilities. This is a perfect opportunity to re-design the layout and logistics of their operation to not only improve their business but to also reduce the negative impacts (e.g. level of noise, stacking cars on Bristol, smells of grease and food in the air, etc.) on the surrounding neighborhood. Regretfully I am not able to attend the public hearing on Monday, May 13, 2019 due to my night school schedule, otherwise I would be voicing these concerns in person at the public hearing. Please include my comments into the record and please consider them when finalizing plans for their rebuilding. Bristol - In-N-Out Burger Dear Members of the Planning Commission, I own and live in my home at 919 Louise Street, which is the first street east of Bristol. I am several houses north of the current site of In-N-Out Burger and on the east side of Louise Street. This business has always maintained a very clean and attractive site and like many, I really like their burgers, so I consider them an asset to the area and they have always been pretty good neighbors. However, their P.A. System is very loud and I and my neighbors find it annoying to be in the back of our houses and hear them calling loudly over their outdoor microphones taking and filling orders. They are open late at night during the week and later on the weekends, so we often hear them when we are trying to fall asleep. The problem is worse for people living on the west side of Louise and adjacent to or closer to the business. I hope that you will work with them to ensure that this problem of noise is solved when they move to their new quarters. I am happy that the plans for rebuilding include a stacking plan that will alleviate the dangerous back up of cars on Bristol waiting to get onto the property to order food.
