Trump said he has been speaking with Attorney General
William Barr Barr and FBI Director Christopher Wray, as
well as lawmakers and local leaders, and would be
making a lengthier statement on Monday morning.
He indicated his administration is considering additional
action, potentially aimed at addressing the problem of
mental illness.
'We have to get it stopped. This has been going on for
years,' Trump said alongside first lady Melania Trump. 'So

reauthorizes the Carl D.'Perkins Career and Technical' Education Act

OPINION IS SERIOUSLY FLAWED ABOUT BEING both specific and

generally required to assist members of the public in making
focused and effective requests for identifiable records.'2 One
legislatively -approved method of providing assistance is to make

CAPITAL CAN ANSWER THIS VERY CRITCAL QUESTION ITS TIME
TO BECOME A RESPONSIBLIE GOVERNMENT IN SACRAMENTO
CAPILTAL MENTAL ILLNESS IS REAL CURENT LEGISLATION IN
MY OPINION HASN'T COME CLOSE TO THE KEY ISSUES.
The public may inspect or obtain a copy of identifiable public
records.' Writings held by state or local government are public
records.' A writing includes all forms of recorded information that
currently exist or that may exist in the future.' The essence of the
CPRA is to provide access to information, not merely documents
and files.10 However, it is not enough to provide extracted
information to the requestor, the document containing the
information must be provided. In order to invoke the CPRA, the
request for records must be both specific and focused. The
requirement _of_ clarity - must- be- tempered --by the- reality--that--a
requester, having no access to agency files or their scheme of
organization, may be unable to precisely identify the documents
sought. Thus, writings may be described by their content."
To the extent reasonable, agencies are generally required to assist
members of the public in making focused and effective requests for
identifiable records.12 One legislatively -approved method of 'providing
assistance is to snake available an index of the agency's records.13 A
request for records may be made orally or in writing.14 When an oral
request is received, the agency may wish to consider confirming the
request in writing in order to eliminate any confusion regarding the
request.

Subject: Please Discuss Sec. 10-89 Tomorrow
Mr. Mayor and Councilpeople,
My wife and I own a small condominium in the Cabrillo Park neighborhood of northeast Santa Ana. We bought it in
2007, stayed current on our mortgage payments through the financial crisis, and finally we have some equity. We are
very fortunate. We are also concerned.
For well over the past decade, we've fought to keep our neighborhood free of occupied RVs. We understand that these
many of these folks are just trying to get by, but they are monopolizing parking spaces in residential neighborhoods. In
the past, we've used Sec. 10-89 to ask police to make them leave our neighborhood so residents can park their cars.
Now the police have begun pushing back and saying that they are free to camp in our neighborhoods as long as they
move every 72 hours. That is not what the law says.
I understand that 10-89 is flawed and difficult to enforce. However, I also know it's been the law since 1952. Why would
we stop enforcing it in the middle of a massive homelessness crisis? Who made this decision? We need clarity and
accountability on this decision so we can decide whom to support and whom to oppose in 2020. 1 sincerely hope that
the person behind the decision to stop enforcing 10-89 lives in Santa Ana in an ungated community.
For the time being, please enforce county law Sec. 6-4.606. 1 don't think that is an unreasonable request. Please let me
know if I'm mistaken. We love Santa Ana, and we don't want to sell our home and move to South County.
