As Santa Ana looks to create good paying local jobs, I recommend that you to continue to develop and implement policies that encourage the development of the cannabis industry at all levels, from cultivation to responsible medication. I fully support the concept of local hire. Yet such a policy should not result in displacement of existing workers. I suggest minimum local hire requirements be phased in over time, possibly prospectively. Ownership of local businesses is the cornerstone of the American dream. Ownership of one's own business is the symbol of the free enterprise system that has made this Nation great. Changing the rules on a business' investors, or changing ownership requirements, on those that took a risk on Santa Ana in the early days, may be an overreach by local government. Such a policy may also disincentivize future investments in this industry in Santa Ana. Instead, consider issuing, "additional" business licenses to local aspiring entrepreneurs, who may want to join together as a "collective" to operate a community owned business. Again, I congratulate you on assuring that Santa Ana continues to generate "green" jobs. And I commend your effort to encourage local hire and local entrepreneurship.
