Thanks again for your help on the phone just now and for relaying the E-Comment address - my name is Nancy Eldred —
on behalf of the Keep California Safe Coalition, I am writing to ask your assistance in presenting a resolution to the City
Council in support of the "Reducing Crime and Keeping California Safe Act of 2020."
This initiative, which is already supported by dozens of cities, counties, law enforcement agencies and victims' rights
groups, would help improve public safety in California by:
• Reclassifying crimes that are currently listed as "non -violent" —including rape of an unconscious person, sex
trafficking of a child, and 14 other serious crimes —as "violent" to help prevent the early release of inmates
convicted of these crimes,
• Reforming the parole system to stop the early release of violent felons, expand parolee oversight, and
strengthen penalties for parole violations,
• Reforming theft laws to restore accountability for serial thieves and organized theft gangs, and
• Expanding DNA collection to include those convicted of drug, theft, domestic violence and other serious
crimes to help solve rape, murder and other violent crimes — and to exonerate those wrongly accused.

can find much more information, fact sheets and other resources on the Keen_California Safe website if you need
them. Of course I would also be happy to answer any questions.

It saddens me to think that my neighborhood of eleven years is planning to be ruined by the planned development of an
apartment building. On average renters now have 3 cars, so that would put one on the street. The Discovery science
center is using a lot now as overflow parking. What will happen once this apt. building is built. It will add too many
people and cars for our streets. If the office building is rebuilt under current zoning people will go to work with their one
car and leave with that car. The times of traffic flow from an office building will not coincide with the times traffic is
created by the neighborhood. Rebuilding the office was the developers plan B and the majority of us supported it at his
meeting. When asked why he wasn't building the redesigned office building in his slide show he said it wasn't as
profitable for him. Really??
An apartment building And all its cars parked on the street will ruin the aesthetic and historical integrity of our quiet
neighborhood full of vintage houses with picket fenced yards. It simply doesn't fit! City of Santa Ana please support our
historic districts and support our historic homes. I see other historic neighborhoods in which Grand Victorian mansions
have been chopped up into apartments. This happens because nobody wants to live next to an apartment building (all
the cars on the street and extra traffic) and so they turn their house into an apartment building. If you don't care enough
to preserve the historic integrity of our neighborhood by protecting us against such out of place developments, How can
l=�
you expect us to maintain the historic integrity of our homes? I am sure that if the historic resources commission had
been allowed to give their option on the development they would have been against it. Please don't be on the wrong
side of history. Vote against rezoning!
The apartment building Is simply a horrible idea.

Dear Mayor Pulido,
I am writing to you today to consider that Park Santiago , like Floral Park are the last beautiful old Santa Ana
neighborhoods that should be respected and protected. The development of more apartment high rises in this area is
not needed. Please do not rezone this development for apartment usage. We have enough of those densley packed
apartment complexes in Santa Ana, it will bring traffic congestion and crime along with it. I am a homeowner, tax payer,
business owner and life long Santa Ana resident. I have seen many things change in Santa Ana but I don't want Park
Santiago to be one of them. The quiet,park like quality and charm of this neighborhood would be compromised. We
NEED jobs, culture and Art filling this city not traffic, crime and people stacked on top of one another.
Please do not let this poorly planned development project be another Santa Ana apartment complex. I oppose
developing 2525 Main into an apartment complex and would prefer to see it developed into a business center, or
parking for Discovery Science center, maybe even residential homes. With less and less open space in Orange County we
need to have Park Santiago and the adjoining creek to Hart Park be a place where people can enjoy Nature. Currently we
are loosing a battle to keep our park clean and our Nature center opened. This should be a place for people to enjoy,

family and children to gather. We currently have an issue with people camping and living in the park, the last thing we
need is an apartment complex built right in the middle of it. Luxury apartments or not. I ask that you consider this.

Dear Mayor Pulido:
I am writing as a resident of Park Santiago who is very concerned about the 2525 North Main Street Project. I've gone to
the City Council meetings as well as the Planning Commission meetings regarding this matter.
First, I want to say that when we went to the "Sunshine" meeting at The Discovery Center, the director of marketing told
us that we (these were his words) "should get over ourselves because this project was going through no matter what
and we just needed to accept it". It was at that point I was convinced that agreements were made with city officials way
before this investment company bought the property. Because let's face it, no company would buy a piece of property,
not zoned for apartments for A LOT OF MONEY, if they hadn't been promised the rezoning.
We know this company has promised lots of "stuff' for the residents of Park Santiago and we know that the city council
believes this will only REALLY impact the 11 houses behind the development. However again, this is not true. Have you
driven this section of Main Street at the morning and evening rush hours? This will be a catastrophe of cars trying to get
on and off the freeways. AND knowing human nature, they will not wait but will drive through our neighborhood to get
different access to the freeways. We have an Elementary school in our neighborhood on Santa Clara ... you don't think
this is going to cause any problems with fast and high -volume traffic when parents or busses are dropping off kids? Plus,
again knowing human nature, if the apartment residents can only turn left on Main Street to get to the freeways, they
will park on our streets.
Second, the development company has amended their original plan from nearly 500 apartments and 9 stories, making it
sound like they are trying to be respectful of our neighborhood but, they are not. Theyjust want to rezone this property
by any means necessary so they can recoup their investment as quickly as possible. Take a look at the plans ... the
distance from the apartment complex to the brick wall of the neighbors is 90'. Does that sound like a lot to you? Here's
the prospective - this is the same distance from the pitcher's mound to home plate. Not very far, is it? Can you imagine
living that close to a building which looks over your backyard??? Probably not ... but hey, you don't have to.
Remember you are setting precedent. When another developer or the same one wants to build on Broadway which
backs up to the houses in Floral Park, what is the City Council going to do then? There are no developments of this
density in Santa Ana that backs up to single family housing.
Surrounding our neighborhood, the density of a %: mile radius with what complexes exist now and what the city plans for
the Main Place Mall will be 1,500+ apartments once completed. Isn't the city gaining enough general fund revenue from
these approved projects? A planning commissioner said he voted for the development because it would generate
another 3M in funds. When is enough, enough at the expense of the taxpayer?
This is NOT about only our neighborhood; this is about the density of Santa Ana and the lifestyle that high density living
creates. It's transient! Apartment dwellers do not make a difference in a community, homeowners make the
difference. We pay property tax, we start businesses, we write our City Council members, we start neighborhood
watches.
Do not rezone this property. It's just not good for Santa Ana!
