■ State legislation approved in 1990's to encourage efficient delivery of
municipal services to small unincorporated islands
o Unincorporated areas 150 acres or less
o Surrounded or substantially surrounded by an adjacent city
o Small island annexation initiated by a City shall be approved by LAFCO
o State law waives protests by voters or landowners.
■ City contacted LAFCO in 2017 to potentially provide sewer
service to vacant site located within the 17th Street Island
■ City Council

directed staff to proceed with annexation in June

Cooperative Agreement with County of Orange
Property Tax Exchange Agreement
General Plan Amendment to preliminarily redesignate
various areas to be consistent with existing land use pattern
