Mr. Mayor and Councilpeople,
We will be watching very closely thus Tuesday to see who supports Jose Solorio's Item 85A. I'm just an ordinary citizen,
but I promise to do my very best to oppose anyone who opposes regulating the parking privileges of recreational and other
oversized vehicles in Santa Ana. The parking in our residential areas belongs to the residents. Support Item 85A

Mr. Mayor and Councilpeople,
My wife and I own a small condominium in the Cabrillo Park neighborhood of northeast Santa Ana. We bought it in
2007, stayed current on our mortgage payments through the financial crisis, and finally we have some equity. We are
very fortunate. We are also concerned
For well over the past decade, we've fought to keep our neighborhood free of occupied RVs. We understand that these
many of these folks are just trying to get by, but they are monopolizing parking spaces in residential neighborhoods. In
the past, we've used Sec_1010=89 to ask police to make them leave our neighborhood so residents can park their cars.
Now the police have begun pushing back and saying that they are free to camp in our neighborhoods as long as they
move every 72 hours. That is not what the law says.
I understand that 10-89 is flawed and difficult to enforce. However, I also know it's been the law since 1952, Why would
we stop enforcing it in the middle of a massive homelessness crisis? Who made this decision? We need clarity and
accountability on this decision so we can decide whom to support and whom to oppose in 2020, 1 sincerely hope that
the person behind the decision to stop enforcing 10-89 lives in Santa Ana in an ungated community.
For the time being, please enforce county law Sec. 6-4-606. 1 don't think that is an unreasonable request. Please let me
know if I'm mistaken. We love Santa Ana, and we don't want to sell our home and move to South County.

Mr. Mayor and Councilpeople,
Thank you for addressing the fact that we are the most permissive city in the Los Angeles Basin with regards to overnight
oversize vehicle parking. Please do the right thing and support the first reading of the law, including the misdemeanor
provisions. Do not tie the hands of enforcement. You're all very well-educated folks. Surely you understand that
someone living out of an RV is effectively "judgement -proof'. That's exactly why we need the full power of the law. If
you exclude the misdemeanor provisions, the police will simply refuse to enforce this. I know you knowthisi Please vote
accordingly.
Before anyone speaks to City Council about how horrible we all are, first ask them this: "Do you currently live in an
ungated part of Santa Ana where you sometimes must park on the street?" If they do not, they need to check their
privilege. Santa Ana should not be lectured to by folks who live in areas that already have the law we're trying to pass.
Many of these well-intentioned individuals are simply of the opinion that this is okay in Santa Ana because "that's where
all the blight goes".
Support our hardworking residents. Protect our streets. Give us back our parking.

Subject: 85A- RV standards
I am writing with regards to item 85A. I support having staff come up with a plan to deal with folks who are
living in RV's and parking in our streets. I would hope that such a plan would be in conjunction with a bigger
picture plan in dealing with homelessness, but if it is done correctly there is no need to necessarily wait. I urge
staff to consider that RV's can be an appropriate place to live but we need to have standards for them in terms of
where they can park, whether the RV is operable, for how long they can stay, noise issues from generators, and
trash and waste disposal. The city may also want to consider an area that is designated for RV's to park with
appropriate services for those living in the RV's nearby. If done correctly, this may improve the quality of life
for both the folks living in the RV and for the neighborhoods that currently are having trouble with long term
RV parking in their streets.

Hello,
My name is Jerry Kubil< and I am a 20 year resident of California. When I first moved to California I lived in the Cabrillo
Park neighborhood area of Santa Ana and fell in love with this area and all it had to offer. I moved for 5 years to Costa
Mesa but in 2012 found my self in the position to buy my first home. The more I look around the more this
neighborhood made sense to me from the wonderful parks to the over all convince of this location. I can not stress my
support for enhancing and enforcing the laws of the City. Lets not let this decline anymore! Santa Ana has done its part
creating a shelter and reaching out to the homeless. We have increased the sales tax and we are all paying for services
for these people. Why on top of doing this do we have to live in an area with RV's parked and people living in them.
Since this law has stopped being enforced and the RVS moved into this neighborhood many people have caught people
on their porches and many items have gone missing. I have watched from my second floor balcony drugs being dealt
from a motor home and prostitution taking place. I don't understand why we keep tolerating this and I feel myself as
well as all the members of my community that I am the vice president of the home owners association of appreciate the
anti camping and the no living from RVS that are already on the books here in Santa Ana. Please take care of your
citizens that follow the law, work hard and pay taxes to provide services to these people and stop catering to those that
don't want help and just want to live a lawless off the grid life. There is a place for them to do that, and its not the
middle of residential areas in this bueatiful city.
Thank you council member Solario for pushing forward with these measures even when the rest of the council is just ok
with the status quo.
