To Sarah Bernal and City Council,
As a resident of Santa Ana and part of the neighborhood, my family and I are extremely
against the approval of Conditional Use Permit #2019-18. The reasons are as follows:
We were highly against the building of the complex in the first place; however, it was noted
that parking will not be an issue and there would be retail space to bring a positive experience
in the area.
Please note that parking has been difficult to find in the evenings, increase in loitering in the
area, increase in traffic, and increase in noise especially with barking dogs left on the balcony.
What retail is there right now? NOTHING! I personally called the leasing office inquiring
about taking out a space for my business. I was given a phone number to strive gut, and I
called and left a message THREE times and never heard back from the man I was directed to
call. What is happening to the retail space?
If the people in charge cannot follow through on the potential increase in business by leasing
the retail space, they should not be making any more decisions until they follow through with
the original plans.
If no one is willing to entertain potential tenants for the EMPTY retail space, then the people
in charge need to stop making additional decisions that can potentially negatively affect our
neighborhood.
A public laundromat open to the public for those hours opens up the area to loitering unless
there are things for people to do.
Open the retail spaces, THEN we can discuss opening up the laundry room. Follow through!
Council members should have the city's best interest, not their own. Make wise decisions and
hold people accountable, council members.

Conditional use permit 2019-18
923 North Santiago Street Unit C
Specific Development No. 84
I am writing in response to the letter I received in the mail about the proposed Depot at Santiago LP. We have been
having issues with the Laundromat witch has been open to the public form day one over a year ago. This has been
nothing but problems. How have they been operating with out a permit for over a year?
Homeless people sleeping outside and inside. People playing music loud in cars and on sidewalk, smoking and
drinking. As you can see the street is very narrow with 3 sorry buildings on each side, so it echoes. After many
calls and letters to the owners we got the beaches removed. This helped the homeless sleeping problem outside.
Then the public bathroom inside, you pay quarters to operate did not go over with the homeless. So they broke the
door. So you can not use bathroom with locked door. The word on the street is they are using the bathroom for
prostitution. I have two friends that live in the apartment building. She said they have to go off site to wash
cloths. If you are not waiting when they open the public take all the machines. So the residents are out of luck.
They are dirty and always broken. My friend asked up to her apartment for 10 min wile the wash was in progress.
Came back waited for machine to finish. Just to find out someone stole her sheets when she walked out for a min.
During the wash cycle they took her wet sheets!
With the Wooden Floor dance program taking 100% of the retail. I don’t think sketchy people should be hating out
around all the kids. I know everyone needs to wash cloths but this is not large enough for residents and public use.
The parking is bad, the smoking right under people windows. Not a great idea for the neighborhood.
Thanks for considering my input.

Project Applicant: Depot at Santiago, LP
Dear Ms. Bernal,
My name is Diana Hoff and I live at Depot Apartments. Back on March 5, 2019 we the residents
at Depot apartments sent a community letter to the owner of the place stressing about the
problems we have with the laundry room being public and we never got back an answer from
the owner.
One of the many issues that it causes a lot of stress on me not being able to do my laundry due
to the fact that the laundry room is always busy and brings all kind of people that makes that
laundry room a health and safety risk and hazard, this restricts my privacy and quite enjoyment
of a clean and safe laundry room.
I have asked the landlord to make our laundry room safe, clean and private for the residents
only.
I have some examples and pictures that I will attached with this letter for you to see that our
laundry room is unsafe and health risk for myself and the other residents at Depot.
1. I have found fecal matter in the machines.
2. All kinds of food
3. Unsafe materials, like needles, forks, dirty papers, dirty clothes with fecal matter, etc.
4. The machines are always dirty, the machines won’t work
These are the few samples of what is going on in our laundry room.
I moved at Depot Apt on April 13, 2018. When the laundry room was first open I was told by
management, the laundry room it was going to be private, for residents only. But that was not
the case, a few months later the landlord made it public. Creating lots of problems with non -
residents that came and washed tons of clothes, preventing us from doing our laundry and
having us to come back another day. Also, these has created problems like close encounters
with homeless people, doing their laundry naked and most of them don’t look like they are in
the right minds. This is very dangerous we are very worry about our health and safety. The
laundry room’s bathroom was vandalized with fecal matter all over the walls, and some
homeless person peed on the sink. Homeless leaving trash everywhere, sleeping in the
laundry room, somehow, they have found a way to break into the laundry room.
I have noticed that a washer/dryer has been stopped for over an hour and is still occupied,
clothes have been left by people that don’t live in our apartments and leave the premises and
we as residents cannot do anything because they get mad at us if we take their clothes out of
the machines.
We have written records of complaints about personal safety issues at the laundry room but
has fallen on deaf ears. The landlord told us the laundry room was private not public, he lied to
all of us and only to make profit.
I care for the place I live in, and it is unfortunate that I cannot wash my clothes whenever I need
to because our amenities don’t work properly, are crowded and also broken due to the misuse
of others that don’t live at the property.
Our landlord has the obligation of “DUTY OF CARE” to every resident that resides at Depot at
Santiago Apartments to make our laundry room a safe and healthy environment.
Please see attached letter I’ am sending you regarding issues we have with the laundry and
other things that was sent to the landlord back on March 5, 2019. This letter that I am sending
was signed by many residents at least 30 of us
Sincerely,
Diana Hoff
