NOTICE OF PUBLIC HEARING
BEFORE THE SANTA ANA PLANNING COMMISSION
The City of Santa Ana encourages the public to participate in the decision-making process. This notice is being
sent to those who live or own property within 500 feet of the project site or who have expressed an interest in the
proposed action. We encourage you to contact us prior to the Public Hearing if you have any questions. If you
challenge the decision on the below matter, you may be limited to raising only those issues you or someone else
raised at the public hearing described in this notice, or in written correspondence delivered to the Planning
Commission or City Council of the City of Santa Ana at, or prior to, the public hearing.
Planning Commission Action: The Planning Commission will hold a Public Hearing to receive
public testimony, and will take action on the item described below. Decision on this matter is final unless
appealed to the City Council within 10 days by any interested individual or group.
Project Location: 1801 South Main Street, Units D and E in the South Main Commercial
District (C-SM) zone.
Project Applicant: Mariscos Hector #1
Proposed Project: The applicant operates an existing eating establishment in Unit E and proposes
to expand operations into Unit D. The applicant is requesting approval of the following land use
entitlements:
1. Conditional Use Permit No. 2019-10 to allow an existing Type 41 (On Sale Beer and Wine – Eating
Place) Alcoholic Beverage Control (ABC) license for the sale of beer and wine for on-premise
consumption in Unit E to be upgraded to a Type 47 (On Sale General – Eating Place) ABC for the
sale of beer, wine and distilled spirits for on-premise consumption in Units D and E; and
2. Conditional Use Permit No. 2019-11 to allow after-hours operation until 2:00 a.m. Please note: Staff
is requesting that consideration of Conditional Use Permit No. 2019-11 (after-hours) be postponed
until October 12, 2020.
Environmental Impact: The Planning Commission will consider whether the proposed action is
Categorically Exempt from the requirements to prepare additional environmental documentation per
California Environmental Quality Act (CEQA) Guidelines, Section 15061 (b) (3) – General Rule. This
exemption applies to projects where it can be seen with certainty that there is no possibility that the
activity in question may have a significant effect on the environment.
Meeting Details: This matter will be heard on Monday, October 14, 2019 at 5:30 p.m. in the City
Council Chambers, 22 Civic Center Plaza, Santa Ana, California 92701. All persons interested in this
matter are notified to appear at this time.
Written Comments: If you do not wish to appear at the public hearing, you may also send your
written comments to Sarah Bernal, Recording Secretary, by mail at City of Santa Ana, 20 Civic Center
Plaza – M20, Santa Ana, CA 92701 or via e-mail at ecomments@santa-ana.org (reference ‘”Planning
Commission”) by 1:00 p.m. on the day of the meeting; e-mails received after said time will be on file
for public viewing the day after the meeting.
