HOUSING AUTHORITY REGULAR MEETING - APRIL 7, 2020
CALL TO ORDER - CHAIRPERSON PULIDO
Chair Pulido recessed the City Council meeting and convened the Housing Authority
meeting to order on April 7, 2020 at 9:02 p.m.

20 regarding the Brown Act and guidance from the California Department of Public
Health on gatherings, please note the following:
Comments for Public Participation or for a specific item on the agenda will be accepted

Clerk will announce a report in support of or opposition to an item. The deadline to

3. PUBLIC HEARING - APPROVE THE HOUSING AUTHORITY FIVE YEAR PLAN
AND ANNUAL PLAN - Legal Notice published in the Orange County Register
and La Opinion on February 20, 2020 and in the Nguoi Viet on February 21,
2020.
1. Conduct a public hearing in consideration of the approval and submission of
the Housing Authority Five Year Plan and Annual Plan to the United States
Department of Housing and Urban Development.

2. Adopt a resolution to approve the Five Year Plan and Annual Plan and
authorize the Executive Director of the Housing Authority to submit the Five
Year Plan and Annual Plan to the United States Department of Housing and
Urban Development.
Chair Pulido opened the public hearing at 9:04 p.m.
Public Comment
Carl Benninger thanked the City Manager and the Clerk of the Council for
facilitating teleconference meetings. Announced that there will be an online
candidate forum to be held on April 22, 2020 as it relates to the Special Municipal
Election that is being held on May 19, 2020. He advised church assistance to
promote the Census and expressed the importance of having a succession plan
in place.
Nathaniel Greenside spoke regarding a rent freeze during the COVID-19
pandemic.
Seeing no one else wishing to speak, Chair Pulido closed the public hearing at
9:10 p.m.
Motion to Approve
1. Conduct a public hearing in consideration of the approval and submission of the
Housing Authority Five Year Plan and Annual Plan to the United States Department
of Housing and Urban Development.
2. Adopt RESOLUTION NO. 2020-003 ENTITLED: A resolution to approve the Five
Year Plan and Annual Plan and authorize the Executive Director of the Housing
Authority to submit the Five Year Plan and Annual Plan to the United States
Department of Housing and Urban Development. moved by AUTHORITY MEMBER
Sarmiento seconded by Chair Pro Tem Villegas.

Chair Pulido adjourned the Housing Authority meeting and reconvened to the City Council
meeting at 9:11 p.m.
