CERTIFICATE REGARDING PRELIMINARY OFFICIAL STATEMENT
The undersigned hereby states and certifies:
(i) that he is the duly appointed, qualified and acting Director of Finance of the City
of Buena Park,a general law city and municipal corporation duly organized and existing under
the laws of the State of California (the °'City"), and as such, is familiar with the facts herein
certified and is authorized and qualified to certify the same;
(ii) that there has been delivered to Stone & Youngberg LLC, as underwriter (the
"Underwriter") of the captioned bonds, a Preliminary Official Statement, dated July 10, 1996,
including the cover page and all appendices thereto (the "Preliminary Official Statement"),
which the undersigned, on behalf of the City, deems final as of its date for purposes of Rule
15c2-12 promulgated under the Securities Exchange Act of 1934 ("Rule 15c2-12"), except for
information therein relating to the financing participants other than the City, and information
permitted to be omitted therefrom by Rule 15c2-12; and
(iii) that the City hereby approves of the use and distribution by the Underwriter of
the Preliminary Official Statement.
