are members of the Southern California Joint Pole
Committee.
•Attachments locations are regulated by California General
Order 95 (GO 95).
•SCE regulates clearances, markings, design, support
elements, climbing space, stepping, cables and cable
mounts.

•Three cubic feet in volume per antenna
•Maximum antenna volume of nine cubic feet per pole
•Minimum of eight feet above ground and painted to match pole
•Shroud to face away from approaching traffic
•Maximum cross arm length -60 inches
•Maximum antenna height -48 inches
•Maximum position height in residential zone -35 feet
•Maximum height in other areas -60 feet
•Minimum horizontal distance between antenna –300 feet

Application Process
•Provider submits application and pay fees.
•City acknowledges application status within 10 days (FCC
shot clock).
•If application is complete, City and provider proceed with
plan check.
•Concurrently, provider sends notifications to residents
within a 150-foot radius along with neighborhood
association leadership.

•City and provider respond to resident and community
comments.
•Staff works with applicant to determine whether other
locations and/or designs are technologically feasible.
•If possible, provider makes changes and resubmits plans.
•City and provider proceed with permit issuance and
construction.

Undergrounding Overhead Utilities
•California Public Utilities Commission (CPUC) establishes
rules that govern undergrounding utilities.
▫Rule 20A –No City cost.Utility companies fund the project.
▫Rule 20B –City is responsible for majority of cost (80%) and is
funded with other sources (local funding).
▫Rule 20C –City is responsible for all the cost (100%) less minimal
credit for salvage value of removed facilities.
•High cost of undergrounding
▫Costs of undergrounding distribution and transmission is separate.
▫Distribution ≈ $650/foot or $3.4 million/mile
▫Transmission ≈ $2,200/foot or $11.6 million/mile

•Current reserve allocation about $3.7 million.
•Can mortgage or use up to five years of allocation.
•This funding plan is for Warner Undergrounding District from Main to
Oak adopted by Council on October 16, 2018.
•All of current and future allocations of Rule 20A funds are committed
until at least 2026.
