I'd like to comment on the following items for the meeting today, Sept. 1st: Item 11C: NO: We need affordable housing more than ever, and this proposed change to the HOO would make it easier for developers to avoid building their required number of affordable units. As rental prices skyrocket and people lose their housing during a pandemic, this is absolutely not what we need. Item 20A: NO: The public has been demanding LESS police funding. They are already way overfunded, they do not need money for their gym. Item 85A: NO: Proposition 20 is regressive and undoes years of progressive work. Every "tougher on crime" law that has passed in the last two decades has consistently made things worse. You represent a predominantly Latinx city, a population that is disproportionately impacted by racist incarceration laws. Do not approve this. Item 85C: NO: During a national pandemic, the last thing we need is harsher enforcement of laws criminalizing homelessness and poverty. Furthermore, these laws do not work and we have seen that time and again. Item 85D: NO: Needle exchange programs have been proven to keep people with drug dependency safer. Prohibiting these programs is the opposite of what is needed. This item is absolutely ridiculous. These items are especially offensive this week. These are extremely regressive ideas and are literally the opposite of what the people have been asking for. Please listen to your constituents. We are eager to vote you out if you don't. First, I urge you to take a housing first view in providing for the needs of those experiencing homelessness and provide the services that they need. Secondly, I urge you to provide the full spectrum of housing and service opportunities to those on the streets and in shelters. As you know, the city announced today that it is alleging that the county of Orange is in violation of the OCCW settlement in terms of transporting individuals across SPA lines in seeking of emergency housing. I continue to bring this to your attention so that those struggling with appropriate housing can find housing in their own communities. If you recall, I presented information at the March 3, 2020 city council meeting in response to closed session item 1D. Please see attached for the documentation provided to you at that time. This information continues to be as applicable today as it was then. This information included pocket guides created by the county for both North and South SPA directing individuals to shelters here in Sant Ana. I believe that these pocket guides are still available on the internet. It is my belief that they are still being used. I have confirmed that these pocket guides are still on-line with the city of Irvine (South SPA) and Orange (North SPA)- both list Santa Ana emergency shelters. Additionally, I point you to page 2 of the attached which is a response from a Public Records Act request with OCSD that I filed back in February 2020. This shows multiple transports by the county from outside of the Central SPA to shelters in the Central SPA (i.e. Santa Ana) by OCSD. This is in violation of the OCCW settlement which is referenced on page 1 of the attached. Please know that despite my efforts to the otherwise, the county has refused to provide the city of origin of participants at The Courtyard siting confidentiality and also lack of information held by the county as a document. Further, I urge the city to work with the county and OCSD with regards to jail release. There are county jail facilities in each of the Service Planning Areas. Hence, the city of Santa Ana should not bear the weight of being the discharge 1 center for all of the county. In essence, cities under OCSD jurisdiction essentially will pick up someone with a minor violation to the central jail in Santa Ana only to be processed and released onto the streets of Santa Ana. Often, the individual’s possessions are transported to a separate location which requires them to pick them up at a later time. This in essence is the county relocating individuals from other parts of the county to Santa Ana. I urge you to work with the county to transport individuals back to the community they were apprehended in or at a minimum released through a jail facility in the appropriate SPA unless they otherwise have verified transportation directly from the jail release facility in Santa Ana. I would also urge you to review the city’s own settlement in the OCCW case to determine if the city is also in violation of that settlement. Additionally, please review your prior records with regards to filing of cases against other cities in the county which the city never served the cities that actually needed to be served.
