Needle exchanges, when done correctly, are an effective method of harm reduction. Needle exchange is a
necessary medical service to people experiencing the medical condition of drug dependency. Instead of

Hello Mayor Mulido and City Council,
My name is Allegra Ringo, and I'm a resident of Ward 5 in Santa Ana.
I'd like to comment on the following items for the meeting today, Sept. 1st:
Item 11C: NO: We need affordable housing more than ever, and this proposed change to the HOO would make
it easier for developers to avoid building their required number of affordable units. As rental prices skyrocket
and people lose their housing during a pandemic, this is absolutely not what we need.
Item 20A: NO: The public has been demanding LESS police funding. They are already way overfunded, they
do not need money for their gym.
Item 85A: NO: Proposition 20 is regressive and undoes years of progressive work. Every "tougher on crime"
law that has passed in the last two decades has consistently made things worse. You represent a predominantly
Latinx city, a population that is disproportionately impacted by racist incarceration laws. Do not approve this.
Item 85C: NO: During a national pandemic, the last thing we need is harsher enforcement of laws
criminalizing homelessness and poverty. Furthermore, these laws do not work and we have seen that time and
again.
Item 85D: NO: Needle exchange programs have been proven to keep people with drug dependency safer.
Prohibiting these programs is the opposite of what is needed. This item is absolutely ridiculous.
These items are especially offensive this week. These are extremely regressive ideas and are literally the
opposite of what the people have been asking for. Please listen to your constituents. We are eager to vote you
out if you don't.

Please endorse item 85 A - in supporting Prop. 20.. Let's do the right thing in make crimes that were felonies before that
are now misdemeanors. I cannot imagine that the date rape drug is now only a misdemeanor. Can you imagine the
horror of your daughter, niece or sister going through something like this and the attacker gets a slap on the hand. Bring
back justice to these crimes.
Item 85 D - Support this item to stop a needle distribution program in our City. Why ours? Get the addicts treatment
so they can have a better. Let not have our City be an enabler.

Mayor & City Council Members,
I fully support the prohibition of a needle distribution program in our city!
When the OC Needle Exchange Program (OCNEP) operated in our city from 2016 to 2018, I observed their operations
that took place in the civic center on Saturdays. My last visit was in November of 2017 when I spoke with 2 of the
OCNEP Reps. The 2 OCNEP Reps followed us back to our car that was parked on Ross St, and as we walked through the
city civic center there were needles discarded on the ground every 10 to 15 feet and right next to our Main Library.
When we arrived at our car, the car next us pulled out from the stall and there was a pile of discarded needles lying on the
pavement. The 2 OCNEP Reps asked us to stay to keep people away from the discarded needles while they went back to
get tools and a sharps container to properly dispose of the discarded needles.
As we watched them pick up the needles from the grounds, we also found needles left in a trash can in front of the parked
cars.
OCNEP was not staffed or properly trained to run a successful needle distribution program which is why the courts shut
them down and they are no longer allowed to operate in our city. It's my understanding the 2 founding OCNEP members,
Kyle Barbour and Miriam Mcquade, no longer live in California, and relocated to another state to continue their medical
training.
I live 4 miles from the Civic Center, and there were 100's of discarded needles left in the Santa Ana Riverbed near my
house. I asked OCNEP to come out and clean up all the discarded needles but they refused my request.
Santa Ana residents and businesses should never have been subjected to this, or have to deal with discarded needles in our
community.
Once again, I fully support a prohibition on a needle distribution program in our city!

I write to ask your approval of the item referenced above, No. 85-D regarding the Prevention of Needle Exchange
Programs in our city. This to me would seem an obvious choice for any city....... previous city council members 1 believe
were misguided in thinking this was somehow a net benefit to The Capital City of OC........... it certainly has proven not to
be.

I am in full support of having an ordinance that would prohibit a needle exchange program in the City of Santa
Ana.
When this program was in effect the number of needles we found in the Santiago Creek riverbed, in Santiago
Park, and in the kids playground area was beyond a safe environment. We cannot rely on addicts to properly
dispose of dirty and used needles, which will endanger the health and safety of the most vulnerable group in
our community, the children.
I support the City of Santa Ana in drafting an ordinance that prohibits syringe exchange.

Letter for Tonights Council Meeting
This letter is to support of Proposition 20. As a longtime Downtown stakeholder (since 1919) we have noticed
a huge increase in crime and attribute a lot of it to lessening of crimes (per Prop 20) and allowing people to
avoid being arrested and taken off the streets. In addition, and along those same lines, I also support 85D re
prohibiting needle distribution as we want to discourage needle use in our City and not make it easier and more
accessible. Both of these items are/could negatively impact the City and we need to do what we can to make
area safer and more inviting to all, not the opposite. The Downtown is being very challenged right now due to
COVID and streetcar construction and the crime/transient problem is further exacerbating this problem.

I live at Saddleback View Neighborhood, recently a medical clinic (Intensive Outpatient Clinic) opened at 1533
E. 4th St. According to the Director of the facility they assist addiction patients with Opiods, have onsite
counseling, and provide treatment to substance abuse individuals. As of June 1st of this year, the facility began
collecting and distributing syringes from 1PM to 6PM every Monday in addition to other services. The facility
has a parking lot but during this event the parking is set up for the services with tables so is not used for
parking, so all these patrons park in our neighborhood streets creating congestions and parking right at the curb
of Linwood and 4th St as well on Eastside Aven and 4th St.. Since this activity started neighbors have complain
about syringes being found on their front lawns, Saddleback View Park, I have photos of the syringes found at
the park, individuals walking into people's front yards and defecating, taking their clothes off and using their
yard hoses to wash themselves. This facility is a block from Remington Academy School and a couple of
blocks from Saddleback View park which is used by many neighborhood families.
The facility had an event yesterday and I brought this concern to the Director walked him briefly around where
some of the syringes have been located, told him about the park which he was not aware of and expressed
serious concerns about the traffic into our neighborhood as well as the incidents that have occured.
For these reasons I'm in favor of prohibiting the distribution of syringes in the City of Santa Ana, especially so
close to neighborhoods, schools, and parks. Santa Ana already has other major issues with the homeless and
COVID19 challenges. I urge the council to support a ban on the distribution of syringes in the City of Santa
Ana.

Council voted to end these programs as they did not benefit the residents of the City of Santa Ana. As a result, our streets

brighter future.

I have worked in the City of Santa Ana for the last 20 years and have seen the negative and unintended consequences
that the syringe exchange programs have on our city and quality of life.

that.

The blight of previous needle exchange programs hasn't helped anyone!
It hasn't been an exchange, it's been a give away of free needles.
We don't need more promises of corrective action, we need relief from the plague that the programs
have set forth on the community. The remnants left behind in public spaces that are frequented by
our children, adults and old folks alike, in playgrounds and parks, city streets, bike lanes and
sidewalks, public spaces like our downtown area and the civic center, our library and around city hall,
and it must stop.
I urge the city council and city staff to reject any new needle exchange programs and ban them from
any future legal activities within our city.
What we have already endured is too much!
