Selective Traffic Enforcement Against Racing and Reckless Driving
In response to street racing and vehicles taking over intersections to engage in reckless driving,
the Field Operations Bureau - Traffic Division in collaboration with the Public Works Agency
developed a three -pronged approach to deter this type of activity.
Enforcement, Engineering & Education
are the strategic anchors that guide the implementation of the plans presented today that are
designed to reduce this on -going problem.

ENFORCEMENT
Enforcement personnel will use a balance of traditional enforcement, technology, and
prosecution to curb the street racing issues in the City.
Traditional Enforcement:
• Proactively pursue violations and make arrests as they occur.
• Partner with surrounding agencies to conduct enforcement programs.
• Perform follow up enforcement by placing patrols along identified speed corridors, and
added night-time patrols in Industrial zones.

ENFORCEMENT
Technology:
• Technology -based enforcement - SAPD will use various forms of technology to
monitor and identify street racers and their vehicles.

ENFORCEMENT
Prosecution:
• SAPD will seek the support of OCDA vertical prosecution & reimbursement fees similar to
DUI processes.
• Work with the City Attorney's Office on the development of a street racing spectator
ordinance.
• The Anaheim Police Department has collected evidence (damage to roadway surfaces and
markings) to charge drivers with felony vandalism. Roadway repair may constitute a felony
vandalism charge. PWA provided the following costs associated with repairs, which supports
potential felony charges

ENGINEERING
• Temporary closures of effected streets in anticipation of street racing. This order gives
officers additional enforcement options should racers violate the closure.
• Determine the feasibility of installing delineators or Botts' Dots on specific roadways to
deter reckless driving (e.g., drifting).
• A "rest in red" operation is currently being piloted on traffic signals along major arterial
roadways throughout the City during specific target times. The "rest in red" traffic signals will
deter speeding by presenting drivers with a red traffic signal ahead. Speeding drivers will need
to decelerate for the red traffic signal ahead, while drivers at or below the speed limit will get a
green light before a full stop is reached.

ENGINEERING
• Engineering staff will use traffic signal cameras to monitor intersections with a history of intersection "take-
overs" to assist in investigating and performing follow-up engineering & enforcement.
• Continue lane narrowing efforts particularly on arterial streets in coordination with new street improvement
projects. Implement our newly adopted complete street standards in conjunction with bike lanes and roadway
improvements projects on all city streets.
• Continue pursuing grant funds for traffic safety projects to implement complete streets, Active
Transportation and Safe Routes to School (SR2S).
• PWA — Traffic Engineering will continue conducting speed surveys to determine more specifically when the
speeding is occurring. The information will continue to be shared with PD to perform selective enforcement.

EDUCATION
• Portable Speed Feedback sign placement in identified areas. The speed feedback
signs display custom messaging encouraging motorist to slow down. The signs also
collect speed data to determine more specifically when the speeding is occurring
enhancing enforcement.
• PWA Staff will reach out to certain neighborhoods as part of revising the speed
hump policy which will provide some education on how to improve traffic safety. The
studies and volume/speed counts information will be shared with PD and will be
monitored by Traffic Engineering.

EDUCATION
• Utilize all media platforms to illustrate the dangerous consequences of street racing
and reckless driving. Propose posting photographs and details of severe or fatal
collisions including subsequent arrests as well as costs associated with street racing
(fines, impound fees, attorney fees, etc.)
• Highlight results of enforcement programs (e.g., post photos of impounded cars or
subjects being arrested).
• The Police Department is currently producing a public education video on street
racing, which will be distributed on all air our social media platforms.

Conclusion
The proposed strategy provides a framework for immediate enforcement action,
increased prosecutorial effectiveness, installation of roadway deterrence devices, and
potential development of new ordinances. All of these strategies will be enhanced with
the ability to educate the public on the negative impacts, costs, and dangers of street
racing.
