Greetings Chairperson McLaughlin and Planning Commissioners:
I urge the Planning Commission to take the time to secure complete and current
information before adopting the resolutions and ordinance recommended in
Business Agenda Items 5(a)-(c ) for One Broadway Plaza (OBP). (See below*)
Fast tracking this project without securing the reliable and current information needed for responsible
development could have an irreversible, negative impact on the quality of life and safety of the residents
in several of the neighborhoods you serve. Only after you have adequate information will you
be able to ensure that appropriate actions are taken to safeguard your constituents through
responsible development.
As some of your other constituents have written, OBP may need a new Environmental Impact Report (EIR)
addressing the current impact of the project on the French Park, Logan, Lacy, French Court, and Willard
neighborhoods as well as Downtown Santa Ana and other neighborhoods throughout the City. Please do not
assume that EIR data from fifteen years ago is still relevant or complete. The current version of the EIR appears to
be outdated and insufficient. Only minor changes appear to have been made including the addendum,
merely describing that nineteen floors of office have been replaced by nineteen floors of apartments.
In fact, much more has changed since the last EIR was approved that should be factored into
your decision. The City should also consider the impact of thousands of other units of high
density, high rise housing now planned within a few square miles of OBP. Specifically, the
City should require new traffic studies to accurately account for the numerous other
apartment projects under development in the area.
As several neighborhoods have requested, after this City review is completed, the City
should then require appropriate new physical traffic mitigation and calming measures
to be placed on the project for the benefit of the surrounding neighborhoods and the
City as a whole.
I support my neighbors' request that, based on the current information secured from this new Citywide assessment,
OBP should then prepare a Master Traffic Mitigation and Calming Plan acceptable to the
surrounding neighborhoods; and plan, design and construct all physical
improvements identified in this plan. I also support my neighbors’ request that City Staff
ask that the City Council take action to identify nearby neighborhoods, including
Downtown, Lacy, Logan, Willard, French Court and French Park, as "Traffic-Calmed
Neighborhoods" once all traffic mitigation and calming improvements are installed. I
urge the City to place the responsibility for these tasks on OBP, and require them as
Conditions of Approval on the project. They should also be included in the City's
Development Agreement for the project for the Neighborhoods and fully funded by
OBP.
Now is not the time to fast track this project at the expense of these surrounding
neighborhoods.
To ensure responsible development that benefits all of your Santa Ana constituents, I
urge the City and OBP to meet with neighborhood representatives to discuss the type
and location of these measures as soon as possible.
Thank you for your consideration. Sincere thanks to the City Staff and to the Commission for
your continued service on behalf of all Santa Ana residents during this difficult time.

USE DEVELOPMENT PROJECT AND RE-ADOPTION OF A MITIGATION

SANTA ANA APPROVING GENERAL PLAN AMENDMENT NO. 2020-01

c)Adopt an Ordinance. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA APPROVING AN AMENDMENT TO THE PROVISIONS OF
SPECIFIC DEVELOPMENT NO. 75 (SD-75) TO ALLOW RESIDENTIAL USES
AND TO APPROVE RESIDENTIAL DEVELOPMENT STANDARDS FOR THE
ONE BROADWAY PLAZA MIXED-USE DEVELOPMENT AT 1109 NORTH
