Dear city council members,
One Broadway Plaza- I do not agree with the staff recommending approval of
the project without further study and protection for Santa Ana residents.
1. Traffic: I am concerned about traffic and the lack of mitigation to lessen and
divert car and truck traffic away from nearby neighborhoods. Many high-
density housing projects are in the works it this area of Santa Ana (2,146
housing units) and it's going to be devastating to the way of life we enjoy
now. Currently the city is agreeing to use statistics from a 16 year old study on
what mitigation is needed; the project needs a new environmental impact
report. The traffic mitigation of making Main St. 6 lanes and adding a right turn land
at 17th St. are a start for moving traffic north to the 5 fry. But there will be lots of
drivers cutting through the east neighborhoods of French Court, French Park and
Logan to get the the 17th St on ramp. There will be those who drop south and head to
the Grand Ave. on ramp. And lets not forget the number of drivers who will want to
head west and cut through Willard and Washington Square neighborhoods to reach
Bristol. There need to be a plan for neighborhood protection.
2. Affordable housing: I agree with housing in the tower, but the developer is
opting out of building affordable house units in the tower and is proposing to
pay in-lieu fees, a buy-out. At the Sunshine Meeting he pointed out proudly
that he was including affordable housing units. With the city more and more
built out, each housing construction needs to accept and include it's minimum
number of affordable units! Please do not accept in-lieu fees when we have a
great opportunity to meet basic community needs in a small building footprint.
3. Local Park: With over 400 housing units in the 37-floor tower and the other
high-density housing projects in the works (2,146 housing units) that the area
needs a PARK. Perhaps the developer can buy a run down local
apartment complex, let the residents be in his building and turn the apartment
land into a much needed park. Or, since there will be an 9 level parking garage
then one of the street level asphalt parking lots could be converted into a place
for people instead of cars. Perhaps the developer's staff ideal of a park on to of
the parking structure should happen. At any rate, people need green parks, not
just the concrete hard-scape planned at the base of the tower.
4. Timing: Why the rush to have such an important meeting that we have to try
to participate virtually with only two days notice; OBP has been in the works for
more than 10 years. Residents need to gather with the commissioners to truly
communicate. This virtual meeting is confusing for me and I'm sure it is to
others. Is this truly a public hear? Why the rush? Is this legal?
