Planning Commissioners,
I also agree that the One Broadway Project should be
delayed until a later date.
I understand the Applicant has a right to have his project
reviewed and processed, but the residents of Santa Ana also
have a right to participate in the Public Hearing for this
project.
Considering the size and scale of the proposed project which
will be the tallest building in Orange County, it will have a
huge impact on our city, neighborhoods and skyline.
I ask that you continue this agenda item for a later date so
the public can have an opportunity to comment in person.

I echo Mr Dickman’s comments and respectfully request that an item as important
as OBP be discussed with full community involvement and that by postponing it
45 days would allow for more community involvement and transparency on the
part of the city.

One Broadway Plaza will create over 3,000 additional vehicle trips which willnegatively impact the Downtown, Lacy, Logan, French Court and French ParkNeighborhoods. One Broadway Plaza will also degrade the health and safetyof our community, and the quality of life for thousands of Santa Ana residentswho reside there.
Traffic already has a stranglehold on these neighborhoods, and OneBroadway Plaza will only worsen that problem. One Broadway Plaza willconstruct over 500,000 square feet of new developed space, build 402apartment units, 18 floors of office space, a restaurant and retail businesseswith zero neighborhood-specific traffic mitigations.
In response to the One Broadway Plaza project the neighborhoods of Logan,Lacy, French Court, Downtown and French Park (the Neighborhoods)
DEMAND that the Planning Commission require physical traffic mitigation andcalming requirements be placed on the project for the benefit of theNeighborhoods.
The Neighborhoods propose the One Broadway Plaza project;
1. Prepare a Master Traffic Mitigation and Calming Plan
2. Master Traffic Mitigation and Calming Plan must have the writtensatisfaction of the City of Santa Ana, and the written satisfaction of theNeighborhoods
3. Will plan, design and construct all physical improvements identified in theMaster Traffic Mitigation and Calming Plan
4. The Master Traffic Mitigation and Calming Plan will include, but not belimited to the following traffic mitigation and calming measures:
* Diverters, including turn restrictions, physical barriers and signage, to stopvehicles at key locations from entering the neighborhoods, and to movevehicle traffic away, and on to larger thoroughfares.
*. Diverters and Calming Measures should include:
· Curb extensions and signage to divert vehicle traffic, and reduce the
crossing distance for pedestrians
· Barriers and planters to restrict vehicles while allowing pedestrians
and bicycles to pass
· Traffic-calming bumps to encourage safer and more responsible
driving, and to combat speeding and unsafe behaviors.
· Roadway striping to slow speeding traffic
· Narrowed roadways to slow traffic on residential streets, and improve
pedestrian and bicycle safety. Slower traffic reduces the severity ofaccidents, reduces noise, and improves the livability of residentialstreets.
o Narrowed streets may include, but not be limited to, landscape
planters in parking lanes, raised medians, curb bulb-outs atintersections and mid-block, or a chicane (a slight bumptoward a travel lane that creates a shallow curve) causingvehicle movement to slow
· Roundabouts to improve traffic movement at key intersections, to
reduce collisions, and improve safety
One-way traffic movement to limit ingress into a neighborhood
5. And City Staff to request the Council take action to identify Downtown,Lacy, Logan, French Court and French Park as "Traffic-CalmedNeighborhoods" once all traffic mitigation and calming improvements areinstalled.
6. Tasks 1 through 5 become the sole responsibility of the One BroadwayPlaza developer, and shall be:
· Required as Conditions of Approval on the project
· Included in to the City's Development Agreement for the project for
the Neighborhoods
· Fully funded by the Developer through a CASH deposit
The Neighborhoods seek these necessary remedies due to the severe lack ofcurrent and planned traffic mitigation and calming measures denied them.Neighborhood representatives are available to meet with the City and theApplicant to begin discussions about the type and location of theaforementioned measures at the earliest possible convenience.
