On behalf of the vendors who participated in this sunday's event we want to say we are thankful for having the
space. Every single vendor followed the following rules:
6ft apart
they all had self pump hand sanitizers on their table
They were required to ask anyone approaching their table to use handsatixier before touching any
products and when leaving their table
We were all wearing face masks
We also took credit/ debit cards, apple pay, in order to minimize cash transactions
We also asked all of our guests to wear a facemask and keep to 6 ft social distance.
Lastly, our vendors also bought from the local restaurants so that also helped bring in some revenue to
the local economy.
We are trying our best to keep both our vendors and guests safe at all times by promoting the safety aspects and
what is expected from everyone. These kind of sidewalk sales are not just beneficial to the vendors but to the
downtown local businesses. They just have to be well organized.

Hello,
I am writing in regards to the confusing practice of issuing parking violations to the people of Santa Ana during
a global pandemic. According to the US Census Bureau, the median income for a Santa Ana household is
$24,920, far below that of the national amount of $66,145. A parking violation presents an additional, economic
challenge to a Santa Ana household. The practice of issuing parking citations directly and negatively impacts
the Latinx community and the working poor. I ask, where are the warnings for street sweeping and parking
violations? How are Santa Ana policies working to keep its vulnerable populations healthy, safe, and thriving?
How can citation policy be equitable for all Santa Ana residents?
Issuing parking citations during a pandemic discriminates against the Latinx community. I understand that a
virus presents no form of discrimination but the policies created by our instituitons may carry explicit or
implicit bias. Housing is expensive. Not all residents have a driveway. Overall, Latinx communities are being
left out of vaccination efforts against Covid. What can we do?
We can support our Santa Ana residents by stopping all street sweeping citations and parking violations. We
can pardon citations and parking violations in high density areas where people are sheltering in place at home
and have no access to driveways. This pandemic is still heavily impacting our communities of color, our
immigrant communities, and our Latinx communities.
Do the right thing.

To Whom It May Concern,
My name is Karen Palacios and I am a business owner. I have been attending Gente Market for the past
months. The market has been well organized and safety procedures have been in place. I feel safe and secure
when I attend their events, especially during these uncertain times.
I read an article this past week in which a decision was made due to an overcrowded event held last, Saturday
by Patches and Pins. Due to this decision city management cancelled all events held in Santa Ana which meant
other events would be impacted too. I feel this should have been thought of more in-depth before deciding to
close us too (Gente Market). Concerns of safety and procedures were in questioned; however, this should
have been communicated directly to the event coordinators and handled accordingly directly with the event
planner.
On January 25 stay home orders were lifted, of course surrounding cities would be traveling into Santa
Ana. More control of this event would have been ideal from the city event organizer. We learned from it and
we need to move forward with a better procedure in place. Communication is a key for a better understanding
of what is expected.
Many people are in desperation searching of things to do. Businesses and properties are still struggling to
make ends meet. Many businesses cannot afford to have employees work at this time. Management is
working to avoid paying all this overhead. I am asking to give Gente Market and other small organizations an
opportunity to reopen. We need to support small business and local business to grow and make the city
achieve their economy goals.

Subject:Santa Ana Outdoor Markets
Dear Council Members,
As a member of the community and a local small business owner, I’m writing in response to the outdoor Patches and
Pins Market. I am beyond upset at how the city handled this massive event without taking into consideration how this
impacted many of the local small businesses in the area. Many small businesses closed early due to safety concerns.
The accountability and lack of leadership displayed by the city definitely surprises me. I hope you would consider
establishing safety guidelines for our local community, vendors, and small businesses during these trying times. A free
for all should not have been allowed. Economic Development was aware of the size of this event and still went ahead
and continued promoting it. Beyond this, the following day I saw city staff cleaning up the mess that was left
behind. How much of our tax dollars got wasted on this? Did the city make the revenue back? Where those small
businesses part of the Santa Ana community? Or outsiders?
I ask that you take a look at events like Gente Night Market who are handling their events on a private lot, the Blue
Lot. This lot is enclosed and thus controlling foot traffic in and out of the event is easier than just a free for all. Gente
Night market has been a great platform for our local Santa Ana community.
The cancellation of all events because you don’t want to provide safety guidelines will definitely impact the local
community.
