The City of Santa Ana encourages the public to participate in the decision -making process. The following notice is being provided so that you can ask questions, make comments and stay informed about projects that might be important to you. We encourage you to contact us prior to the Public Hearing if you have any questions. NOTICE IS HEREBY GIVEN: The City Council will hold a Public Hearing to receive public testimony, and will take action on the item described below. Decision on this matter will be final. At its regular meeting on December 14, 2020, and after conducting a public hearing on the item, the Planning Commission recommended that the City Council approve the below matter by a vote of 5:0. Project Location: 2530 and 2534 Westminster Avenue in the General Commercial (C2) zoning district Project Applicant: Brian Hendricks representing Community Development Partners Proposed Proiect/Action: The applicant is proposing to construct 85 affordable housing unit within two buildings ranging between 3-4 stories in height, including 136 parking spaces, on a 2.1-acre site. In order to facilitate the construction of the project, the applicant is requesting approval of the following land use entitlements: (1) General Plan Amendment No. 2020-07 to redesignate the property from General Commercial (GC) to Urban Neighborhood (UN) and (2) Amendment Application No. 2020-05 to rezone the property from General Commercial (C2) to Specific Development No. 97 (SD-97). In conjunction with the request, the applicant is requesting approval of a Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Program (MMRP), Environmental Review No. 2020- 48. Environmental Impact: Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Program (MMRP), Environmental Review No. 2020-48, with technical studies was prepared for the project. No areas of significance or unavoidable impacts were determined to occur from the construction or operation of the proposed project with the implementation of mitigation measures. The project requires adoption of a Mitigation Monitoring and Reporting Program (MMRP), which contains mitigation measures to address biological resources, cultural resources, geology and soils, noise, and tribal cultural resources. Meeting Time and Date: This matter will be heard on Tuesday, January 19, 2021 at 5:45 P.M. In light of COVID-19, the City Council will be conducting the meeting in a virtual environment.
