To: Santa Ana Mayor and City Council
"BE IT FURTHER RESOLVED that the city of Santa Ana, in their (sic). Commitment to environmental justice
and in reducing the impact of climate change on low-income communities and comminates of color,
support land use that will accommodate more park space that would mitigate environmental pollution
including carbon emissions, especially in areas where open space is threatened to be eliminated due to
urban development."
This clause is taken verbatim from dozens of dizzying pronouncements in the Santa Ana Climate and
Public Emergency Resolution of 2021. It was tucked away among a litany of hodgepodge "whereas and
"be resolved" is a thinly disguised de facto pledge by city council supporters to limit housing
opportunities for persons of color. You use the lack of open space as justification to effectively close
Santa Ana's borders!
This obfuscation is yet another veiled attempt by cities in Orange, Riverside, and San Bernardino to
evade the state mandate for equitable regional housing allocations. We oppose such efforts to block
free and open opportunities for young families, families of color, and public employees to live.
We saw a similar attempt in La Habra using a variation of your rather contrived "resolution". While we
doubt discussion and compromise will prevent such inventions to vitiate the law, we assure you that
ULV will continue to demand action by the legislature and attorney general, as well as organize to attack
such contemptuous self-absorbed council policies.
It is pathetic when a working-class city like Santa Ana — with its sizable minority population — is led by
elected leaders using pollical practices once only common in cities with sales restrictions, homeowner
covenants, and gated -communities. Rest assured the alleged proponents with monikers like Rise -Up
Willowick, The Climate Reality Project, and Getting Residents Engaged in Exercise and Nutrition will not
withstand the loyal opposition that we and other civil rights and justice organizations intend to mount.

Climate change is the TOP priority issue for me. I am an OC resident and a voter. Please give grandchildren a voice at the
table for action to lower the risks of a warming climate leading to a world of expensive problems, like fires and floods.
The costs of not acting in time far outweigh the costs to prevent further damage.
Our community is being impacted on a daily basis by environmental hazards like lead and fossil fuels. We need to treat
this like the emergency it is and put in place protections for all Santa Ana residents.
Fossil fuels don't just exacerbate climate change, but also poison people. Study after study has shown that extracting,
transporting, refining, and burning fossil fuels harms environmental and human health —and new evidence shows that
toxic air pollution from fossil fuels also makes people more vulnerable to poor outcomes from COVID.
We must phase out fossil fuels from our daily lives —whether it's gas stoves causing asthma, tailpipes blanketing our
streets with smog, or gas stations poisoning water supplies and spreading cancerous chemicals like benzene. It's clear
we must start moving to clean energy systems.
But it's not just fossil fuels that are harming our community. Many neighborhoods in Santa Ana suffer from
disproportionately high levels of lead in their soil, which can lead to serious developmental and health issues. The city
must do more and protect our residents.
Addressing these issues won't just improve our health, it will also improve our local economy. The Biden administration
is investing money in green infrastructure buildout, and we need to make sure we have shovel ready jobs prepared.
What's more, cleaning up environmental pollution and converting our energy systems are massive job opportunities that
could bring family -wage jobs to thousands of people in Santa Ana.
I'm writing to you today to ask you to please pass the climate and public health emergency resolution that calls for an
end to fossil fuel expansion, clean renewable energy choices that save money, actions that will reduce lead and other

My name is Georgia Mansey and I live in Santa Ana for manyyears.
Seven out of the last 10 years have been the warmest on record, and the whole the last decade was the warmest in
human history. Last summer, we saw rolling blackouts in California, devastating fire season, and communities suffering.
Santa Ana is ranked as the highest risk for heat -related illness according to the Notre Dame Global Adaptation Initiative.
This reality implores us to act. We cannot put it off any longer.
The good news is that we already have the solutions - clean renewable energy is more affordable that fossil fuels. More
green spaces will bring our community together and produce cleaner air. A green economy will spur more jobs. Now is
the time to change the path our city is on and create a vibrant and healthy community that Santa Ana is meant to be.
There is no reason not to act.

This reality implores us to act. We cannot put it off any longer.

I am group leader of the CA OC North-Central Chapter of Citizens' Climate Lobby. As some city council members know,
from our past communications in June 2019 when the council adopted Resolution 2019-037 encouraging our US
Congress to pass the Energy Innovation and Carbon Dividend Act, my organization is laser -focused on climate policy to
reduce greenhouse gas emissions.
We collaborate with other environmental organizations with broader scope, fully aware that climate change impacts are
far ranging. Thus, I want to express full support for the contributions of many local organizations to the text of the
Climate Emergency Resolution being introduced by Council Member Jessie Lopez. It is a bold plea made by the young —
the generation that will feel the greater impacts of climate change —for our city to confront the Climate Emergency with
