Governor Newsom Issues Executive Order
to Fully Reopen the Economy

Governor Newsom's Executive Orders
• Last week, Governor Newsom signed an
Executive Order that will end the State's
stay-at-home order and the county tier
system, beginning today, June 15th,
• The Governor also phased out most
executive actions put in place since March
2020 as part of the pandemic response.

Restrictions that Ended Today (June 15th)

• Physical Distancing
— Physical distancing is no longer mandatory. However, the Public
Health Officer recommends that individuals practice physical
distancing to "keep themselves, their families, and their
communities healthy."
• Capacity Limits on Businesses
— Restaurants, shopping malls, movie theaters, and most everyday
places will be open as normal with no capacity limits or physical
distancing required.
• County Tier System
— The Blueprint for a Safer Economy is no longer in place. This means
that counties will not be subjected to restrictions on activities
based upon COVI D-19 metrics.

New Face Covering Guidance:
City Repeals Executive Order Requiring Face Coverings, Deferring to
New State Guidance and CDC Recommendations

• The Director of Emergency Services signed an
executive order ending the City's face covering
requirement effective today, June 15th,
• The California Department of Public Health
updated statewide face covering guidance to
match the CDC's guidance, lifting California's
mask requirements for vaccinated individuals
starting on June 15th,

When to Wear a Face Covering if
You're Vaccinated
• Face coverings are not required for fully vaccinated
people, except in the following settings:
— Public transit
— Hospitals
— Long -Term care facilities
— Homeless shelters, emergency shelters, and cooling
centers
— State and local correctional facilities and detention
centers
— Indoors in
settings

K-12 schools, childcare, and other youth

When to Wear a Face Covering if You're
Not Yet Vaccinated
• Face coverings are required for
unvaccinated individuals in indoor public
settings and businesses.
• Examples: retail, restaurants, theaters,
family entertainment centers, meetings,
state and local government offices serving
the public

Exemptions
• Persons younger than 2 years old.
• Persons with a medical condition, mental health condition, or
disability that prevents wearing a mask.
• Persons who are hearing impaired, or communicating with a
person who is hearing impaired, where the ability to see the
mouth is essential for communication.
• Persons for whom wearing a mask would create a risk to the
person related to their work, as determined by local, state, or
federal regulators or workplace safety guidelines.

• Mayor Sarmiento joined the White House's
Mayors Challenge to grow vaccination rates by
July 4.
• Below are the City's efforts:
— Multilingual social media posts and ads, text
messages, and newsletters
— 30 bus shelter ads in Spanish
— Digital billboards
