Policy Background
Policy developed in 1998.
Goal -improve safety through use of speed humps.
Previous policy procedure contained 10 steps.
Revised policy procedure has been streamlined.
Procedures now contains 4 steps.
Technical requirements are similar.
Posted Speed Limit of 25.
Vehicle counts between 500 and 3,500 vpd.

What are Speed Bumps?
Speed bumps are a more abrupt method to decrease vehicle speeds
and are used in parking lots.

Where are humps/cushions installed?
Local streets –single lane collector or residential
classification, not a primary fire access and not a transit
route.
Consistent hump specifications used to achieve
compatibility.
Technical requirements are consistent with region.
Blocks where speed limit is 25 mph (cannot be used on higher
limits).
Daily counts are ADT: 500 to 3,500 vpd.
Adequate amount of space, block length, and block layout.

Measured speed (85%) is higher than or equal to 34 mph.
Unimpeded visibility.
OC Fire Authority approval needed.

How to Request Speed Humps/Cushions
Request received by staff.
Step 1 -Verify that all technical requirements are met.
Step 2 –Verify 75% of segment residents are interested.
Steps 1 and 2 are completed concurrently.
Step 3 -Determine priority and identify funds for priority.
Step 4 –Conduct poll of street segment residents.
If 2/3 of residents support request, installation moves forward.
If support is insufficient, new request may be submitted after
two years.
