Re: Closed Session Meeting Today re Sale of Flower St and Garnsey Properties
Buenos Dias Vicente and Johnathan,
The intent of this email is to implore our City Council to purchase vacant property solely for “Open Space”
which is located within the Willard Neighborhood at:
1. Address of Property: 915 & 921 N. Flower Street, 842 N. Garnsey Street, Santa Ana, CA 92703 (APN# 005-

Currently, I see that this discussion of such property will be held today during close sessions.
My no means am I savvy enough to comprehend the verbiage which is displayed on this agenda but I am
passionate enough to bring to your attention that we as Willard residents do not want a private developer
purchasing this property.
It should be noted that I was involved in the initial Joint Use Agreement between SAUSD and The City of Santa
Ana in 2011 – dated Oct 7, 2011 – which was mainly funded by Statewide Park Development and Community
Revitalization Program of 2008 under California Proposition 68. As you know these propositions are voted into
legislation by us the citizens - who realize the necessity of open space.
Additionally, I pulled the demographics of the Willard Neighborhood from the Statewide Park and
Development website and whose data is from 2010 Census
We used this data for the grant monies
The Willard Neighborhood is considered and continues to be a “disadvantage community”.
A typical agency should have a park for every 2,277 residents (2016 NFPA Field Report).
Willard has .32 parks for 1,000 people
We don’t even have 1 full park.

As I read back on Assembly Bill 31 and the reasoning as to why this bill was initiated and eventually passed it
stated the following facts which remain pertinent in our Willard Neighborhood. In other words and as of this
writing should still be the basis of why open space for the citizens is a necessity,
SEC. 5. Under AB 31- Chapter 623
Section 5642 of the Public Resources Code is amended to read:
5642.
As used in this chapter, the following terms shall have the following meanings:
…
(b) “Critically underserved community” means a community that meets either of
the following:
(1) Has less than three acres of usable parkland per 1,000 residents.
(2) Is a disadvantaged community, as defined by subdivision (g) of Section 75005,
and can demonstrate to the department that the community has insufficient or no
park space and recreation facilities.
….
(g) “Disadvantaged community” means a community with a median household
income less than 80% of the statewide average. “Severely disadvantaged
community” means a community with a median household income less than 60%
of the statewide average.
In closing, it should be clearly understood that on various occasions the Willard Neighborhood Agency
expressed our concerns with City Staff and City Council regarding open space for our children. Our ask is that
we factor in those discussions and put at the forefront the citizens of Santa Ana who support you and more
importantly, trust you.

Let us remember the City Vision and Code of Ethics whose ‘Mission” reads:
Mission - To deliver efficient public services in partnership with our community which ensures public safety,
a prosperous economic environment, opportunities for our youth, and a high quality of life for residents.
Please make the honorable decision on what is best for the citizens you serve. The Willard Neighborhood needs
open space and no more buildings for private gain.
