I am here to ask you to consider you to delay the adoption of the General Plan Update and incorporate communityrecommendations/demands. Given the unprecedented global pandemic, soil lead contamination, fast tracked adoption of this plan, I believe that there hasn’t been efficientcommunity outreach, engagement, and incorporation of the community’s recommendations; requirements that fall under SB1000, to include marginalised & disadvantaged communities(DAC’s) within your General Plan Update to combat environmental injustices. Santa Ana is not only being disportionately being impacted by the COVID-19 virus, but is also facing soil lead contamination in DAC’s. Santa Ana residents, children are being poisoned.People are being told to quarantine in place, but how could they be safe when their own soil, their neighborhood, & their city, is the hotspot for exponential levels of soil leadcontamination. Now is the chance to work together, not divide each other; I urge you to incorporate Orange County Environmental Justice’s strategy framework to combat this crisis. There are no legal regulatory requirements for the City to adopt a General Plan strictly by thisNovember or even by the year of 2020. Although previous city council members have made it their goal to pass a General Plan by now, we are now living under completely differentcircumstances. We are all adapting to socializing, mobilizing, and communicating during these difficult times; I urge you to do the same by postponing the adoption and allowing ample timefor engagement. Postponing the adoption will give the Planning Commission adequate time to not only notify residents about this plan, but to listen to them, engage with them, and incorporate their voicesin the legislative process as expected by SB1000. Overall we demand to postpone the adoption of the Santa Ana General Plan Update 1) to give the opportunity for efficient community outreach & engagement and 2) to adequatelyincorporate the demands proposed by community organizations such as Orange County County Environmental Justice.
