To Whom It May Concern,
My name is Leonel Flores. I am a lifelong resident of Santa Ana that is concerned with the General
Plan Update (GPU) Process, and it's quality. The GPU has been rushed, and not enough community
voices have been incorporated. In a city of almost 350,000 residents approximately only 1,000
residents have been able to participate and give commentary. That is not even close to 1% of the
city. This GPU is not representative of the community's needs because there have not been enough
community voices included. More alarming is how the city continues to disregard the Department of
Justice and the State's recommendation to not approve this during the Covid-19 pandemic. For
these reaspns, I am opposed to the staff’s recommendations on items 2a and 2b, and I urge the
Commission to delay approving the GPU until appropriate community outreach, particularly with the
City’s environmental justice communities, can be conducted, and recently elected incoming City
officials are able to participate in the adoption process.
