Basic Historic Resources Commission Meeting Information

Santa Ana
Code of Ethics and Conduct - The people of the City of Santa Ana, at an
election held on February 5, 2008, approved an amendment to the City Charter
which established the Code of Ethics and Conduct for elected officials and
members of appointed boards, commissions, and committees to assure public
confidence. A copy of the City’s Code can be found on the Clerk of the
Council’s webpage. The following are the core values expressed: Integrity ·
Honesty · Responsibility · Fairness · Accountability · Respect · Efficiency
Senate Bill 343 - As required by Senate Bill 343, any non-confidential writings
or documents provided to a majority of the Historic Resources Commission
members regarding any item on this agenda will be made available for public
inspection in the Planning & Building Agency during normal business hours.
Agenda: An agenda is provided for each Commission meeting. The
Commission agenda is posted on the posting boards outside the Civic Center
entrance and Council Chamber. Meeting agendas and approved minutes are
kept current on the City website at www.santa-ana.org/cc/city-meetings. The
items on the agenda are arranged in four categories:
1. Consent Calendar: These are relatively minor in nature, do not have any
outstanding issues or concerns, and do not require a public hearing. All
consent calendar items are considered by the Commission as one item
and a single vote is taken for their approval, unless an item is pulled from
the consent calendar for individual discussion. There is no public
discussion of consent calendar items unless requested by the
Commission.
2. Business Items: Items in this category are general in nature and may
require Commission action. Public input may be received at the request
of the Commission. See information for Speaker’s Card/Request to
Speak on the first page.
3. Public Hearings: This category is for case applications that require, by
law, a hearing open to public comment because of the discretionary
nature of the request. Public hearings are formally conducted and public
input/testimony is requested at a specific time. This is your opportunity
to speak on the item(s) that concern you. If, in the future, you wish to
challenge in court any of the matters on this agenda for which a public
hearing is to be conducted, you may be limited to raising only those
issues which you (or someone else) raised orally at the public hearing or
in written correspondence received by the City at or before the hearing.
4. Work Study Session: Items in this category are generally items requiring
discussion. No action will be taken. Persons wishing to speak regarding
Work Study Session matters should file a "Request to Speak" form with
the Recording Secretary.
Public Hearing Procedure: The Commission will follow the following
procedure for all items listed as public hearing items:
1. The Chair will ask for presentation of the staff report;
2. The Commission will have the opportunity to question staff in order to
clarify any specific points;
3. The public hearing will be opened;
4. The applicant/project representative will be allowed to make a
presentation, for a maximum of 15 minutes.
5. Members of the audience will be allowed to speak, for a maximum of 3
minutes per speaker.
6. The applicant will be given an opportunity to respond to comments
made by the audience;
7. The public hearing will be closed; and
8. Discussion of the proposal will return to the Commission with formal
action taken to approve, conditionally approve, deny, or continue review
of the application.

regarding any item of business on the agenda for this meeting, or any of the
staff reports or other documentation relating to any agenda item, please
contact the Planning and Building Agency at 714-667-2732.
Appeals: The formal action by the Commission shall become effective after
the ten-day appeal period, unless the City Council in compliance with section
41-643, 41-644 or 41-645 holds a public hearing on the matter, then the formal
action will become effective on the day following the hearing and decision by
the City Council. An appeal from the decision or requirement of the
Commission must be filed with the Clerk of the Council and a copy sent to the
Planning Department within ten days of the date of the Commission’s action.
The appeal may be made by any interested party, individual or group. The
appeal must be filed with the Clerk of the Council, accompanied by the required
filing fee, and a copy sent to the Planning Department, within ten days of the
date of the Commission’s action, by 5:00 p.m. If the final day to appeal falls on
a City Hall observed holiday or a day when City hall is closed, the final day to
appeal shall be extended to the next day City Hall is open for public business.
Please note: Under California Government Code Sec. 65009, if you challenge
in court any of the matters on this agenda for which a public hearing is to be
conducted, you may be limited to raising only those issues which you (or
someone else) raised orally at the public hearing or in written correspondence
received by the Commission or City Council at or before the hearing.
Submittal of information for dissemination or presentation at public
meetings:
Written Materials/Handouts: Any member of the public who desires to submit
documentation in hard copy form may do so prior to the meeting or at the time
he/she addresses the Commission. Please provide 15 copies of the
information to be submitted and file with the Recording Secretary at the time of
arrival to the meeting. This information will be disseminated to the Commission
at the time testimony is given.
Large Displays/Maps/Renderings: Any member of the public who desires to
display freestanding large displays or renderings in conjunction with their public
testimony is asked to notify the Planning and Building Agency at 714-667-2732
no later than noon on the day of the scheduled meeting.
Electronic Documents/Audio-Visuals: Any member of the public who desires to
display information electronically in conjunction with their public testimony is
asked to submit the information to the Planning and Building Agency at 714-
667-2732 no later than noon on the day of the scheduled meeting.

AND DISCUSS THE PROCESS TO FORWARD HISTORIC RELATED
RECOMMENDATIONS AND/OR CONCERNS TO THE CITY COUNCIL ON MATTERS
PERTAINING TO 1) HISTORIC APPLICATION FEES, 2) HISTORICALLY SENSITIVE
NEIGHBORHOODS, 3) HISTORIC RESOURCES PROTECTION AND ENFORCEMENT,
INCLUDING A REVIEW OF THE SECRETARY OF INTERIOR GUIDELINES AND
STANDARDS, AND 4) PRESERVATION OF HISTORIC TREES
Assistant City Attorney Storck provided an overview of the Commission’s powers and
duties. Key points discussed: Process for placing items on the agenda; increased frequency
of meetings; process for submitting Commission recommendations to City Council;
expanded purview to include review of “potentially” eligible structures (structures over 50
years old); process for more closely reviewing materials and/or modifications to structures
located within a historically sensitive neighborhood; installation of plaques on historic
structures; and appointing HRC commissioner to the Planning Commission.
Case Planner Gomez provided a presentation on historic application fees. Discussion
ensued regarding the fee that should be charged to process an historic application and
alternative methods that can be used to the reduce cost of processing the application.
Commission suggested that fees should be anywhere from $100-$500 for self-nominations
to the historic register and $1,000 to $2,000 for a Mills Act applications.
Commission recessed at 6:25 p.m. and reconvened at 6:32 p.m.
Vice Chair Schaeffer motioned to adjourn the meeting to a future date to allow more time to
discuss the remaining items from the Work Study. Motion was seconded by Chair Christy.
Chair Christy provided the opportunity for the following individuals to speak before the vote
was taken to adjourn the meeting:
• Dale Helvig commented that the Commission should have authority over “potential”
historical resources (not just ones on the list); opined application fees are too high.
• Jeff Dickman commented on vinyl windows and other materials being used on
structures; more neighborhoods should be designated as historic districts.
Commission agreed to adjourn to October 17 at 4:30 p.m. to discuss remaining Work Study
items. Motion was approved unanimously.

On October 3, 2019, by a vote of 8:0, discussion on the remaining items of the Work Study
Session relating to Historically Sensitive Neighborhoods, Historic Resources Protection and
Enforcement, and Preservation of Historic Trees was continued from the October 3, 2019
meeting.
HISTORIC RESOURCES COMMISSION MINUTES 2 October 17, 2019
Associate Planner Gomez provided a presentation on the following:
• Overview of Commission Powers and Duties as outlined at the October 3 meeting.
Key points discussed: Expand the Commissions powers and duties to include
review of “potential” historic structures; age of structure when considering it
as a historic resource; ability to impose conditions of approval; streamline
process for placing items on the HRC agenda; and require a representative
from HRC to sit on the Planning commission.
• Overview of Historic Application Fees as outlined at the October 3 meeting.
Key point discussed: Process for reducing application fees.
• Historically Sensitive Neighborhoods and Historic Resources Protection and
Enforcement
Key point discussed: Process for designating and establishing guidelines and
standards for historically sensitive areas; and
• Preservation of Historic Trees
Key point discussed: Implementation of a Tree Preservation/Protection
Ordinance.

• Dale Helvig commented that age of the structure should not be sole factor in
determining eligibility as an historic resource; historically sensitive districts should be
protected; boundaries of districts need to be defined.
• Janelle McLoughlin, Chair of ETAC, reviewed criteria for tree preservation.
• Mark McLoughlin, Chair of Planning Commission, commented on process for
designating historic neighborhoods.

Outreach/Publication
2nd Annual Historic Preservation Awards program began with a
press release in May 2019, soliciting nominations for projects that
have been completed in the last five years. Categories included:
1) Restoration; 2) Rehabilitation; 3) Merit; 4) Historic
Beautification; and 5) Historic Infill Design. In addition, staff
coordinated with neighborhood associations and historic
preservation groups. The nomination commenced on May 2019
and concluded on July 25, 2019. Staff recommended the
nomination of two commissioners to participate in the 2019 Historic
Preservation Awards Ad Hoc Committee. On September 10,
2019, the Ad Hoc Committee met to discuss three nominations
received. After deliberating, the Ad Hoc Committee recommended
three winners. The Commission met on October 3, 2019 to
approve the recommended winners.

A. What are your most critical preservation planning issues? Most critical preservation planning issues are
consistent with last reporting period, including preparing context statements and new surveys. In
addition, complying with state legislation requiring inspection of Mills Act properties.
B. What is the single accomplishment of your local government this year that has done the most to further preservation in your
community? Staff’s continued work on establishing a separate Historic Preservation Element in our
updated General Plan. To date staff has drafted a Policy Framework (goals and policies) for the Draft
Historic Preservation Element. The Draft Historic Preservation Element with Policy Framework and

were granted this year.
D. How did you meet or not meet the goals identified in your annual report for last year? Goals for the Santa Ana Historic
Program for 2018-2019 included re-evaluating the Mills Act Program, establishing a Ten Year
Rehabilitation/Maintenance Plan, and undergoing Historic Context and Surveys which were not met as
desired. However, staff did assist more homeowners with inquiries regarding Historic Restoration loans
and through the process of exterior alterations to registered historic properties.
E. What are your local historic preservation goals for 2018-2019? Goals for the Santa Ana Historic Program for 2019-
2020 will include complying with state legislation requiring inspection of Mills Act properties (Every 5

years), establishing Design Guidelines for historic properties; assisting more homeowners with State
historic tax credits; and undergoing Historic Contexts and Surveys.

like to fully explain my qualifications and experience. o.
I moved to Santa Ana in December 2011 because I wanted to own a historic home. So after touring and
becoming familiar with Fullerton, Orange, Anaheim and Santa Ana, I chose Santa Ana and moved my
engineering consulting company, ProEngineered Solutions LLC, to the Floral Park Neighborhood.
I bought a 1937 home which needed considerable work. I hired a general contractor but reviewed the
home with an architect and geologist to scope the entire project. Since I own my own company and had
flexible hours, I had the time to interview, select and work with the hardwood floor and window
restoration companies, the stucco team and painters. In total over $150K was spent on restoring the
650K house.
When I first bought the house I contacted Hally Soboleske in the Planning Department about being listed
in the Historic Registry. I was told the house had been surveyed in 2002 and was found ineligible. I did
not let that deter me and I continued to restore the home. In September I approached Hally again and
showed her the work that had been done. She responded by saying "I can see that you have put a lot of
time and love into your house. It shows, and it is beautiful. I absolutely support the historic designation
of your home to the Santa Ana Register of Historical Properties and I applaud all your efforts to restore it
to original." I then worked with Hally by researching the home, filling out the applications and writing
some of the final documents.
I am a historic preservation advocate and even though I have no formal training in historic preservation
other than the three Historic Resources Commission training sessions, I have gone through the entire
process of buying a ineligible home, restoring it and going through the paperwork application process.
That hands -on experience would give tremendous insight regarding the preservation of historic homes
and application process itself. 1 regularly attend the Historic Resources Commission Meetings, have
spoken at the meetings about restoration costs and resources and know half of the committee members
outside of the meetings.
I recently represented Floral Park at a meeting called by Mary Thornton, of Wilshire Square, with the
Public Works Department and other neighborhood leaders. The city was planning on replacing many of
Wilshire Squares' historic concrete streets with asphalt. The outcome of the meeting is that city will
review the streets in the historic neighborhoods and, with the approval of the neighborhood majority,
will replace damage concrete panels with new concrete ones. This was a win for historic preservation
because up to that point the city was only considering asphalt replacement. I think one of the strong
arguments was my holding up the City of Santa Ana Historic Preservation packet and explained how the
city is trying to extend its preservation efforts by making such material available and lower the cost of
obtaining the Mills Act.
So in summary I think I would make a good asset to the Historical Resources Commission and would
promote the Historical Registry and Mills Act throughout the city.

Commission discussion ensued regarding the demolition permit review process. Staff
reported that the City does not have authority to prevent demolition of non-designated
historic structures. Commission would like more information on the process for the
demolition of historic properties. Staff will review with the City Attorney and report back.
Commission also inquired on their authority to require the placement of plaques on historic
properties. Concern was expressed for maintenance of vacant properties. Staff will work
with Code Enforcement to address concerns.
7. HISTORIC DESIGNATION & MILLS ACT APPLICATION FEES
Executive Director Thai reported that staff is conducting a fee study to determine the actual
costs incurred for processing applications. Will report back in April. Commission expressed
frustration with the amount of time it has taken to determine the costs. Requested the fee
study be submitted for review.

OPEN NOMINATIONS FOR 2019 HISTORIC PRESERVATION AWARDS!
May 30, 2019 - The City of Santa Ana is proud to announce that nominations are being accepted for the
2019 Historic Preservation Awards. The Historic Preservation Awards are intended to recognize
outstanding historic rehabilitation and restoration projects, as well as efforts that have furthered the cause of
historic preservation in the City.
Award recipients will be honored by both the Historic Resources Commission and the Santa Ana City
Council. In addition, those selected will receive a plaque commemorating their contribution to the City
and to preserving Santa Ana’s historic resources.
Nominations will be accepted until Thursday, July 25, 2019 at 4:00 p.m., and may be made by any
member of the public. Details regarding eligibility for this award are included with the nomination form on
the City’s website (https://www.santa-ana.org/pb/planning-division/historic-preservation), and based on
the following selection criteria:
The property must be located within the City and included on the Local, State or National
Registers of Historic Places.

Located in Floral Park, this is a one-story single-family residence on a large parcel, sited with a deep setback and constructed
in a Ranch House style. A three-car garage is located a few feet behind (south of) the south elevation of the residence and is
attached by an open breezeway. The house and garage delineate an irregularly shaped plan, which once embraced a
generously sized rear patio that has since been enclosed and converted into a family room. Asymmetrical in design, the
house exhibits a strong horizontal emphasis expressed through a low pitched, gable-on-hip (“dutch gable”) roof with wide,
overhanging, enclosed eaves. The exterior of the house is clad in a combination of brick, smooth stucco, and horizontal wood
board (clapboard) siding. A small front entry is located off-center and sheltered under the main roof of the residence
characterized by a single wood column, with a cushion capital, that supports the roof overhang. The entry exhibits a modern,
two-panel front door with a single sidelight and side-panel. A large metal-framed picture window is located along the front
façade with a large central panel and two-side sections of multiple lights. Additional metal-framed casement windows also
appear in the east façade, in addition to the and north and south sections of the façade. An interior brick chimney rises above
the roof ridgeline. Alterations to the house include the removal of original wood roof shingles, paint, enclosure of the original
rear patio, rear bedroom extension, and the addition of an additional unit attached to the rear of the three-car garage. The
residence retains much of its historical integrity and original design features that are commonly found in a Ranch House style.
Other than the noted changes, the house appears intact and is in good condition.

The H.J. Lamb - Dempsay House is architecturally significant as an early and characteristic example of Ranch House style. It
was built in 1953 and the first known residents were Hugo Jay (H.J.) Lamb and Mary E. Lamb, who resided on the property
for only a year. Carl H. Benning, a retiree, and his wife Elsie G. Benning, resided on the property from 1954-1957. Thomas
Haster and his wife Ann K. Haster resided on the property in 1957. Ann K. Haster continued to live on the property until 1972,
27-years after Thomas Haster’s passing in 1945. John G. Dempsay and Linda Dempsay (formerly Linda Blowers) purchased
the property after Mrs. Haster’s death. Linda Dempsay was the daughter of Floyd A. Blower and Margaret F. Blower who
were an Orange County pioneer family, settling in Tustin in the late 1800’s. John and Linda Dempsay resided on the property
until 1996 when the property was sold to Robert E. and Jeanette Wilde. According to city directories, Robert E. Wilde resided
on the property until his passing in 2017.

Santa Ana was founded by William Spurgeon in 1869 as a speculative town site on part of the Spanish land grant known as
Rancho Santiago de Santa Ana. The civic and commercial core of the community was centered around the intersection of
Main and Fourth Streets. Stimulated by the arrival of the Santa Fe Railroad and incorporation as a city in 1886, and
selection as the seat of the newly created County of Orange in 1889, the city grew outwards, with residential neighborhoods
developing to the north, south, and east of the city center. Agricultural uses predominated in the outlying areas, with
cultivated fields and orchards dotted with widely scattered farmhouses.
The H.J. Lamb - Dempsay House is located in Floral Park, a neighborhood northwest of downtown Santa Ana bounded by
West Seventeenth Street, North Flower Street, Riverside Drive, and Broadway. This neighborhood is northwest of downtown
Santa Ana bounded by West Seventeenth Street, North Flower Street, Riverside Drive, and Broadway. Groves of oranges,
avocados, and walnuts and widely scattered ranch houses characterized this area before 1920. Developer and builder
Allison Honer (1897-1981), credited as the subdivider and builder of a major portion of northwest Santa Ana, arrived in
Santa Ana from Beaver Falls, New York in 1922 (Talbert, pages 353-356). “Before nightfall on the day of his arrival, Mr.
Honer purchased a parcel of land. And that month, he began building custom homes in Santa Ana” (Orange County
Register, September 15, 1981). The parcel chosen became the Floral Park subdivision between Seventeenth Street and
Santiago Creek. “When built in the 1920s, the Floral Park homes were the most lavish and expensive in the area. They sold
for about $45,000 each” (Orange County Register, September 15, 1981). Revival architecture in a wide variety of romantic
styles was celebrated in the 1920s and 1930s and Floral Park showcased examples of the English Tudor, French Norman,
Spanish Colonial, and Colonial Revival.
The Allison Honer Construction Company went on to complete such notable projects as the 1935 Art Deco styled Old Santa
Ana City Hall, the El Toro Marine Base during World War II, and the 1960 Honer Shopping Plaza. Honer lived in the
neighborhood he had helped to create, at 615 West Santa Clara Avenue.
In the late 1920s and 1930s, another builder, Roy Roscoe Russell (1881-1965), continued developing the groves of Floral
Park. An early Russell project was his 1928 subdivision of Victoria Drive between West Nineteenth Street and West Santa
Clara Avenue. The homes were quite grand and displayed various revival styles, including Russell’s own large, Colonial
Revival mansion at 2009 Victoria Drive. In the early post World War II years, Floral Park continued its development as
numerous, smaller, single-family houses were built. Continuing in the Floral Park tradition, they were mostly revival in style.
In the 1950s, low, horizontal Ranch Style houses completed the growth of Floral Park. Today (2018) Floral Park maintains
its identity as the premier neighborhood of Santa Ana, historically home to many affluent and prominent citizens.
The H.J. Lamb - Dempsay House qualifies for listing in the Santa Ana Register of Historical Properties under Criterion 1, for
its exemplification of the distinguishing characteristics of the Ranch House style. Additionally, the house has been
categorized as “Contributive” because it "contributes to the overall character and history" of Santa Ana, and, as an early and
intact example of the Ranch House style in the Floral Park neighborhood, "is a good example of period architecture."
Character defining features of the H.J. Lamb - Dempsay House that should be preserved include, but may not be limited to,
materials and finishes (brick, stucco, horizontal wood board siding); low pitched dutch-gable roof with wide overhanging
eaves; brick chimney; metal casement windows; and front entry porch.

ARCHITECTURAL STYLE: Ranch House
Widely published in Sunset and House Beautiful magazines, the Ranch House dominated post-World War II residential
expansion and represented the most popular house form in the United States from the 1950s through 1970s. The Ranch
House originated in the 1930’s designs of Southern California architect Cliff May, who sought to reinvent the west’s
vernacular housing traditions by combining the form and massing of the traditional ranch house with a modernist’s
concern for informality, expressed in materials and plan, and indoor-outdoor integration.
While the style includes several variants, a basic set of character-defining features applies to most examples. In form and
massing, the style evokes a sprawling ranch that developed over time, with a central block extended by wings of varying
roof heights. Generally L-shaped or U-shaped in plan, the Ranch House typically has a one-story profile with strong
horizontal emphasis expressed through a low pitched or flat roof with wide overhanging eaves. Asymmetrical in design,
the Ranch House is often sheathed in and accented with rustic materials such as board-and-batten siding, high brick
foundations, art stone, and wood shake roofs. Indoor-outdoor integration is achieved through the use of recessed or
extended porches, set low to the ground, and the generous use of large picture, ribbon, or corner windows. Window
detailing can include wood frames, decorative shutters, and diamond-patterned muntins. Ornamentation includes
rusticated elements, such as carved porch supports and exposed rafters, uneven rakes and flared eaves, and faux dove
cotes and bird houses.
SUMMARY/CONCLUSION:
The H.J. Lamb - Dempsay House qualifies for listing in the Santa Ana Register of Historical Properties under Criterion 1,
for its exemplification of the distinguishing characteristics of the Ranch House style. Additionally, the house has been
categorized as “Contributive” because it "contributes to the overall character and history" of Santa Ana, and, as an intact
example of the Ranch House style in the Floral Park neighborhood, "is a good example of period architecture" (Municipal
Code, Section 30-2.2).

Properties and is eligible for categorization as Contributive because it
"contributes to the overall character and history" of Santa Ana, and, as an
intact example of the Ranch House style in the Floral Park neighborhood,
"is a good example of period architecture." Character-defining features of
the H.J. Lamb-Dempsay House that should be preserved include, but may
not be limited to, materials and finishes (brick, stucco, horizontal wood board
siding); low pitched dutch-gable roof with wide overhanging eaves; brick
chimney; metal casement windows; and front entry porch.
D. The legal owners of the property are Ryan and Amy Bruce.
E. The legal description for the subject property is attached hereto as Exhibit

92706 within the Contributive category.
These decisions are based upon the evidence submitted at the abovesaid
hearing, which includes, but is not limited to: the Staff report and exhibits attached
thereto; the report entitled "Historical Property Description” and the public testimony, all of
which are incorporated herein by this reference.
Section 4. For the subject property, a report entitled "Historical Property
Description" is on file with the Planning Division, and is hereby approved and adopted, and
together with the staff report and this resolution, justify the findings for placement on the
City of Santa Ana Register of Historical Properties into a category. The Historic Resources
Commission Secretary is authorized and directed to include this resolution in the City of
Santa Ana Register of Historical Properties.
Section 5. The Historic Resources Commission Secretary is hereby directed to
file a certified copy of this Resolution with the County Recorder’s Office after the adoption
of this Resolution pursuant to Public Resources Code Section 5029.

The one story Ranch style residence at 2214 N Heliotrope Drive is largely unchanged on its primary, front and is
superlative in its architectural design in this style. The home was built in late 1953 by Hugo Lamb, a local rancher,
and had a series of elderly owners. Carl H Benning, a retiree. Ann K. Haster, a retired widower and late wife to
Thomas Haster, citrus rancher and for whom a street is now named in Anaheim. All of these owners were born in
the late 19th century and spent their final years in this home. After the passing of Mrs. Haster in the early 1970s the
home was sold to a John G. Dempsey who lived in the home until it was sold to Robert E. Wilde; citrus rancher
turned land developer and auto dealer. Mr. Wilde would live in the home until his passing in 2017.
Home Design/Architecture:
The Ranch style originated in southern California in the mid-1930s. In the 1940s, the Ranch was one of the small
house types financed by the Federal Housing Administration (FHA), along with Minimal Traditional and other small
house styles. The Ranch house began to pick up popularity as the financial controls that encouraged small house
building lifted following WWII; by the 1950s it was the most predominant residential style in the country.
This popularity is the result of a number of factors. Firstly, the growing automobile culture of the 1950s allowed for
the development of suburbs that required new, cheap, and fast construction and where larger lots could
accommodate a larger, family-sized houses. The Ranch house’s long and low form, expandable ‘rambling’ floor
plan, simple detailing, and modern materials made it an excellent answer for these needs. Secondly, the style
served as a bridge between the traditional styles of the past and the drastically different modern styles that began
to become popular during this period, such as the International and Contemporary styles. The Ranch style allowed
for modern construction methods, aesthetics, and a more open floor plan — as well as modern living features like
open kitchens and attached car ports and garages — without requiring homeowners to commit to a dramatic
roofline or glass walls. Furthermore, the simplicity of the Ranch allowed for the application of more traditional,
styled elements such as columns or moldings. In fact, the ability to design from scratch, which was afforded both
by the availability of empty suburban lots and the adaptability of the style itself, created a sub-category of Custom
Ranch houses. These were designed individually and often by architects, rather than in planned subdivisions
designed and built by developers.
Ranch houses still exist in the hundreds of thousands today throughout the country. Historic significance can still
be present on the individual level if the Ranch has been essentially unaltered. On a larger level, the style is
particularly eligible for significance in the context of historic districts, since original subdivisions still survive with
sufficient integrity to convey the importance of city planning and suburban development in post-war America.
The distinguishing features of ranch style homes and ranch style house plans include the following:

•Long, low-pitch roofline
•Asymmetrical rectangular, L-shaped, or U-shaped design and arrangements

John G Dempsay– Local businessman- Blower Dempsay Corporation
Founded by the Blower and Dempsay families in 1973, the Blower Dempsay Corporation operates multiple
business operating in 9 states including:
• Pak West-paper and packaging distribution
• Pacific Conveyor Systems- custom conveyor manufacturing and engineering, recycling and automated
guided vehicles
• Pacificorr- design and digital printing
• Pacific Flexible Solutions- design, importers, manufacturer of direct food films and containers
Linda B. Dempsay- NCAA Hall of Fame inductee UC, Irvine- First female athletic director at an NCAA Division I
school.
Linda began her career at UC Irvine in 1965, the year the school was founded, and rose from coaching volleyball,
tennis and swimming to the position of athletic director.
In 1978, when she was named to that post, no woman had ever headed a Division I athletic program.

Robert “Bob” Wilde
Bob was born on December 24th, 1918 in Mapleville, RI, the son of Annie and William Wilde. When he was 18
months old, his family moved across the country by train, arriving in California on Flag Day, 1920, and settling in
Santa Ana.
His father William worked as a mail carrier for the Santa Ana postal service throughout his career, and Annie cared
for their three children, Edith, Bob and Jim. Bob attended Santa Ana public schools including Willard Junior High
School and Santa Ana High School, where he excelled in baseball, football and track, and served as senior class
president and student body president.
During his school years, Bob worked as a milk truck delivery boy in the early mornings.
He went on to study at the University of California at Berkeley, earning a degree in Political Science and Economics,
while supporting himself by working nights and weekends in a local ice cream store as a "soda jerk."
After graduation, he married his Santa Ana sweetheart, Jeanette Klatt (daughter of Charles J Klatt- Citrus Rancher-
Tustin Ave/17th Street) on November 9th, 1941. Pearl Harbor was attacked just one month later, on December 7th,
1941, dramatically changing the world at large and their world as well.
Bob was working for Pan-American Airlines in their San Francisco office and was transferred to North Africa, and
later to the Pacific, where he was assigned for several years. After the war, he returned to Southern California to
work for his father-in-law, Charles J Klatt, caring for his orange groves. In this country environment, Bob and
Jeanette raised their five children: Valerie, Barbara, Raymond, Cathleen and Carolyn.
Disneyland opened in Orange County in 1955, and land prices boomed, making orange ranching more and more
difficult. The family decided to try some commercial ventures, beginning with a small shopping center and an
Alpha Beta market on the home place at 17th Street and Tustin Avenue.

Bob later moved into the car business, first with Santa Ana Datsun/Nissan, and later with B&B Chevrolet.
He was active in St. Joseph's Parish and School in Santa Ana for many years. His five children all attended St.
Joseph's, and Mater Dei High School. He was also active with his family at Our Lady of Mount Carmel Parish in
Newport Beach. Bob loved the beach, and spent many hours body surfing and sailing with his family on Balboa
Peninsula. He was a member of the Newport Harbor Yacht Club for 56 years.
