ADMINISTRATIVE MATTERS 1. AD HOC COMMITTEE NOMINATIONS FOR 2019 HISTORIC PRESERVATION AWARD WINNERS {STRATEGIC PLAN NOS. 5, 2; 5,3} Case Planner Gomez provided a presentation. Certificates of recognition were awarded. MOTION: Approve Ad Hoc Committee nominations for 2019 City of Santa Ana Historic Preservation Awards. REVIEW THE POWERS AND DUTIES OF THE HISTORIC RESOURCES COMMISSION, AND DISCUSS THE PROCESS TO FORWARD HISTORIC RELATED RECOMMENDATIONS AND/OR CONCERNS TO THE CITY COUNCIL ON MATTERS PERTAINING TO 1) HISTORIC APPLICATION FEES, 2) HISTORICALLY SENSITIVE NEIGHBORHOODS, 3) HISTORIC RESOURCES PROTECTION AND ENFORCEMENT, INCLUDING A REVIEW OF THE SECRETARY OF INTERIOR GUIDELINES AND STANDARDS, AND 4) PRESERVATION OF HISTORIC TREES Assistant City Attorney Storck provided an overview of the Commission’s powers and duties. Key points discussed: Process for placing items on the agenda; increased frequency of meetings; process for submitting Commission recommendations to City Council; expanded purview to include review of “potentially” eligible structures (structures over 50 years old); process for more closely reviewing materials and/or modifications to structures located within a historically sensitive neighborhood; installation of plaques on historic structures; and appointing HRC commissioner to the Planning Commission. Case Planner Gomez provided a presentation on historic application fees. Discussion ensued regarding the fee that should be charged to process an historic application and alternative methods that can be used to the reduce cost of processing the application. Commission suggested that fees should be anywhere from $100-$500 for self-nominations to the historic register and $1,000 to $2,000 for a Mills Act applications. Commission recessed at 6:25 p.m. and reconvened at 6:32 p.m. Vice Chair Schaeffer motioned to adjourn the meeting to a future date to allow more time to discuss the remaining items from the Work Study. Motion was seconded by Chair Christy. Chair Christy provided the opportunity for the following individuals to speak before the vote was taken to adjourn the meeting: • Dale Helvig commented that the Commission should have authority over “potential” historical resources (not just ones on the list); opined application fees are too high. • Jeff Dickman commented on vinyl windows and other materials being used on structures; more neighborhoods should be designated as historic districts. Commission agreed to adjourn to October 17 at 4:30 p.m. to discuss remaining Work Study items. Motion was approved unanimously. .. COMMISSION MEMBER COMMENTS Commissioner Nguyen • Suggested that each commissioner speak to their Councilmember about their concerns. Commissioner Tardif • Happy to be back on the Commission. Commissioner Hitterdale • Thanked staff. • Welcomed Commissioner Rivera. Commissioner Rush • Requested the First American project be placed on the agenda. o Executive Director Thai indicated this project is not under the purview of the Commission. Commissioner Murashie • Thanked staff. • Welcomed Commissioner Rivera. • Announced that the Floral Park designation application will be submitted. • Congratulated Ginelle Hardy on her certificate of recognition. Chair Christy • Announced that HRC will have a booth at 150th Anniversary celebration at Centennial Park on October 27 at 3 p.m. • Thanked everyone.
