3. When will your next General Plan update occur? We have embarked on a comprehensive General Plan Update
which will include a new Historic Preservation Element to affirm Santa Ana’s commitment to preservation.
The General Plan update includes a variety of ongoing outreach to the community. A draft Policy
Framework (goals and policies) https://www.santa-ana.org/sites/default/files/pb/general-
plan/documents/GeneralPlanPolicyFrameworkMaster.DRAFT.cmo2.pdf was completed in December 2018.
The Draft Historic Preservation Element with Policy Framework and Implementation Plan is anticipated
to complete in early 2020.
D. Review Responsibilities
1. Who takes responsibility for design review or Certificates of Appropriateness?
☐ All projects subject to design review go the commission.
☒ Some projects are reviewed at the staff level without commission review. What is the threshold between staff-only
review and full-commission review? Like-for-like changes can be reviewed administratively, as well as
minor modifications on a non-primary elevation such as signs, exterior lighting, and restoration. All
other projects require commission approval.

2. California Environmental Quality Act
What is the role of the staff and commission in providing input to CEQA documents prepared for or by the local
government? If the CEQA document involves a historic resource, it will be presented to the Historic
Resources Commission for their input.
What is the role of the staff and commission in reviewing CEQA documents for projects that are proposed within the
jurisdiction of the local government? Any CEQA document for projects within the jurisdiction of the local
government is brought to the Historic Resources Commission in the form of a Study Session and to
receive their input.
3. Section 106 of the National Historic Preservation Act

government? Staff prepares Section 106 documents and if any historic structures may be affected, the
document will be brought to the Historic Resources Commission for input.

What public outreach, training, or publications programs has the CLG undertaken? How were the commissioners and staff

Historic Awards Program – Public
Outreach/Publication
2nd Annual Historic Preservation Awards program began with a
press release in May 2019, soliciting nominations for projects that
have been completed in the last five years. Categories included:
1) Restoration; 2) Rehabilitation; 3) Merit; 4) Historic
Beautification; and 5) Historic Infill Design. In addition, staff
coordinated with neighborhood associations and historic
preservation groups. The nomination commenced on May 2019
and concluded on July 25, 2019. Staff recommended the
nomination of two commissioners to participate in the 2019 Historic
Preservation Awards Ad Hoc Committee. On September 10,
2019, the Ad Hoc Committee met to discuss three nominations
received. After deliberating, the Ad Hoc Committee recommended
three winners. The Commission met on October 3, 2019 to
approve the recommended winners.

IN ADDITION TO THE MINIMUM CLG REQUIREMENTS, OHP IS INTERESTED IN A SUMMARY OF LOCAL PRESERVATION
PROGRAMS
A. What are your most critical preservation planning issues? Most critical preservation planning issues are
consistent with last reporting period, including preparing context statements and new surveys. In
addition, complying with state legislation requiring inspection of Mills Act properties.
B. What is the single accomplishment of your local government this year that has done the most to further preservation in your
community? Staff’s continued work on establishing a separate Historic Preservation Element in our
updated General Plan. To date staff has drafted a Policy Framework (goals and policies) for the Draft
Historic Preservation Element. The Draft Historic Preservation Element with Policy Framework and
Implementation Plan is anticipated to complete in early 2020. https://www.santa-

C. What recognition are you providing for successful preservation projects or programs? Second annual Historic
Preservation Awards program was continued during the 2018-2019 reporting period to recognize and
reward historic property owners who have rehabilitated or preserved historic resource s. Three awards
were granted this year.
D. How did you meet or not meet the goals identified in your annual report for last year? Goals for the Santa Ana Historic
Program for 2018-2019 included re-evaluating the Mills Act Program, establishing a Ten Year
Rehabilitation/Maintenance Plan, and undergoing Historic Context and Surveys which were not met as
desired. However, staff did assist more homeowners with inquiries regarding Historic Restoration loans
and through the process of exterior alterations to registered historic properties.
E. What are your local historic preservation goals for 2018-2019? Goals for the Santa Ana Historic Program for 2019-
2020 will include complying with state legislation requiring inspection of Mills Act properties (Every 5

years), establishing Design Guidelines for historic properties; assisting more homeowners with State
historic tax credits; and undergoing Historic Contexts and Surveys.
F. So that we may better serve you in the future, are there specific areas and/or issues with which you could use technical
assistance from OHP? Grant writing workshops in order to be competitive in CLG Grant opportunities as
well as understanding how we can take advantage of new State historic tax credit opportunities .

Commissioner for the City Community Redevelopment Commission 1991 -93 (1 resigned)
1994 1 was involved in fund raising for the "Friends of the Santa Ana Library ", with Library director Rob Richard
Neighborhood Hero Award class of 1999 (1 think). Nominated again from Wilshire Square, but nomination deferred as I
was already a recipient.
Chaired the restoration project for the clock tower of The Wm. H. Spurgeon Building 1994 -96, which was a joint effort of
The Downtown Merchants Association, Santa Ana Firemen's Association & The Santa Ana Historical Preservation
Society,
Project Lead Walking Tour Map of the Historic Downtown, this project happened in partnership with SA Historical
Preservation Society and the City /Community Development Agency.
Board Member for the Discovery Museum /Centennial Heritage Museum /OC Heritage Museum, 1996 -2009, Chair 2009.
Co -Chair with Diane Marsh of the Historic Resources Committee, the precursor to the Historic Resources Commission of
the City.
Received "City of Santa Ana Commendation & Tim Rush Day in Santa Ana" from the City Council 11/16/ 98

Santa Ana Public Library History Room recorded an extensive interview of me for their collection of documentaries of
notable people in the Santa Ana community 2014
Over the years 1 have been quoted extensively or been the subject of articles, in the OC Register, LA Times, and other
media about the Dr. Howe Waffle House, the Maag Ranch House @Centennial History Museum, The William H.

like to fully explain my qualifications and experience. o.
I moved to Santa Ana in December 2011 because I wanted to own a historic home. So after touring and
becoming familiar with Fullerton, Orange, Anaheim and Santa Ana, I chose Santa Ana and moved my
engineering consulting company, ProEngineered Solutions LLC, to the Floral Park Neighborhood.
I bought a 1937 home which needed considerable work. I hired a general contractor but reviewed the
home with an architect and geologist to scope the entire project. Since I own my own company and had
flexible hours, I had the time to interview, select and work with the hardwood floor and window
restoration companies, the stucco team and painters. In total over $150K was spent on restoring the
650K house.
When I first bought the house I contacted Hally Soboleske in the Planning Department about being listed
in the Historic Registry. I was told the house had been surveyed in 2002 and was found ineligible. I did
not let that deter me and I continued to restore the home. In September I approached Hally again and
showed her the work that had been done. She responded by saying "I can see that you have put a lot of
time and love into your house. It shows, and it is beautiful. I absolutely support the historic designation
of your home to the Santa Ana Register of Historical Properties and I applaud all your efforts to restore it
to original." I then worked with Hally by researching the home, filling out the applications and writing
some of the final documents.
I am a historic preservation advocate and even though I have no formal training in historic preservation
other than the three Historic Resources Commission training sessions, I have gone through the entire
process of buying a ineligible home, restoring it and going through the paperwork application process.
That hands -on experience would give tremendous insight regarding the preservation of historic homes
and application process itself. 1 regularly attend the Historic Resources Commission Meetings, have
spoken at the meetings about restoration costs and resources and know half of the committee members
outside of the meetings.
I recently represented Floral Park at a meeting called by Mary Thornton, of Wilshire Square, with the
Public Works Department and other neighborhood leaders. The city was planning on replacing many of
Wilshire Squares' historic concrete streets with asphalt. The outcome of the meeting is that city will
review the streets in the historic neighborhoods and, with the approval of the neighborhood majority,
will replace damage concrete panels with new concrete ones. This was a win for historic preservation
because up to that point the city was only considering asphalt replacement. I think one of the strong
arguments was my holding up the City of Santa Ana Historic Preservation packet and explained how the
city is trying to extend its preservation efforts by making such material available and lower the cost of
obtaining the Mills Act.
So in summary I think I would make a good asset to the Historical Resources Commission and would
promote the Historical Registry and Mills Act throughout the city.

Commission discussion ensued regarding the demolition permit review process. Staff
reported that the City does not have authority to prevent demolition of non-designated
historic structures. Commission would like more information on the process for the
demolition of historic properties. Staff will review with the City Attorney and report back.
Commission also inquired on their authority to require the placement of plaques on historic
properties. Concern was expressed for maintenance of vacant properties. Staff will work
with Code Enforcement to address concerns.
7. HISTORIC DESIGNATION & MILLS ACT APPLICATION FEES
Executive Director Thai reported that staff is conducting a fee study to determine the actual
costs incurred for processing applications. Will report back in April. Commission expressed
frustration with the amount of time it has taken to determine the costs. Requested the fee
study be submitted for review.

and number of planters to be removed and preserved, methods to be used for preserving
the planters, methods for replicating the artwork for future planters, efforts to salvage
additional planters (if any), alternative locations to re-locate salvaged planters, and
alternative uses for the planters in the future.
5. UPDATE REGARDING CODE ENFORCEMENT DUTIES AND RESPONSIBILITIES

formulate recommendations to address concerns which will then be forwarded to City
Council for consideration.

OPEN NOMINATIONS FOR 2019 HISTORIC PRESERVATION AWARDS!
May 30, 2019 - The City of Santa Ana is proud to announce that nominations are being accepted for the
2019 Historic Preservation Awards. The Historic Preservation Awards are intended to recognize
outstanding historic rehabilitation and restoration projects, as well as efforts that have furthered the cause of
historic preservation in the City.
Award recipients will be honored by both the Historic Resources Commission and the Santa Ana City
Council. In addition, those selected will receive a plaque commemorating their contribution to the City
and to preserving Santa Ana’s historic resources.
Nominations will be accepted until Thursday, July 25, 2019 at 4:00 p.m., and may be made by any
member of the public. Details regarding eligibility for this award are included with the nomination form on
the City’s website (https://www.santa-ana.org/pb/planning-division/historic-preservation), and based on
the following selection criteria:
The property must be located within the City and included on the Local, State or National
Registers of Historic Places.
The project must have been completed between January 1, 2013 and December 31, 2018.
The property owner must have obtained proper and required City permits and approvals.
All projects must meet the intent of the Secretary of the Interior Standards for Rehabilitation.
Applications must be submitted in person at the public Planning Counter, located on the first floor
of the City Hall Ross Annex at 20 Civic Center Plaza, Santa Ana, CA 92702.

To be considered, the project must satisfy the following criteria:
The property must be located within the City and included
on the Local, State or National Register of Historic Places.
The project must have been completed between January
1, 2013 and December 31, 2018.
The property owner must have required City permits and
approvals.
All projects must meet the intent of the Secretary of the
Interior Standards for Rehabilitation.

La Ciudad de Santa Ana está solicitando nominaciones para el
reconocimiento de proyectos sobresalientes de preservación y
rehabilitación de estructuras históricas.
Para ser considerado, el proyecto debe cumplir los siguientes
criterios:
La propiedad debe estar ubicada dentro de la Ciudad de
Santa Ana e incluida en los Registros Locales, Estatales o
Nacionales de Lugares Históricos.
El proyecto debe haber sido completado entre el 1 de enero
del 2013 y el 31 de diciembre del 2018.

requeridos de la Ciudad para el proyecto.
