And I am very sure that many of you have enjoyed the Café for many years. Thank you for dining with us!!! The Café sits next to an ugly empty building. I am sure the owners do the best they can to keep it up, but it is an eyesore and a convenient place for the homeless to gather. Needless to say, it does NOT help our business at Fantastic. I have seen the new design for the Express car wash and am impressed with how they have responded to the criticism of the original design. I believe this is real step forward for our community. No doubt, the new car wash will be good for our business! But I believe it will also dress up 17th Street in a very attractive way. It will also eliminate a hangout for homeless. I strongly urge you to support this creative, attractive new business for Santa Ana. I am opposed to the proposed Rocket Car Wash. This installation will be too noisy for the Santa Ana residents who live just across a narrow alley to the north of this site. This installation will have an unsafe ingress/egress in the narrow alley to the north of this site. Mike Tardif Santa Ana February 25, 2019 Planning Commission City of Santa Ana 20 Civic Center Plaza Santa Ana, CA 92701 RE: Proposed car wash at 1703 E. 17th Street Dear Planning Commissioners: I had the opportunity to serve on the Planning Commission for over five years. During my tenure, the applicant proposed a car wash on this site in 2017. I voted against the proposal for multiple reasons in 2017 and those reasons would compel me to vote against the current proposed car wash today. First, the site is approximately 720 feet from John Muir Fundamental Elementary School. When this project was proposed in 2017, I drove through the neighborhood prior to the Planning Commission hearing and got stuck in the traffic on Mabury Street generated by parents picking up their children at Muir Elementary. There were cars waiting all the way down Mabury Street to the proposed project site at 17th Street. That traffic has not disappeared. Second, concerns were raised by surrounding neighbors in 2017 because the proposed project had vehicles leaving the project site towards Mabury Street. The volume of automobiles from the proposed car wash in addition to the existing volume of automobiles from Muir Elementary School would have a severely negative impact on the Portola Park and Meredith Parkwood neighborhoods and would have made Mabury Street virtually unusable during the morning and afternoon peak periods. Changing the proposed site plan to have all traffic entering and exiting the proposed car wash off of 17th Street would have a huge impact on a Major Arterial carrying automobiles from the 55 Freeway just about a half mile away. This would impact much more than just the Portola Park and Meredith Parkwood neighborhoods. Third, adding a traffic signal was not going to adequately address the impacts of the proposed project in 2017 and a traffic signal will not address the impacts of the proposed project today. With the fundamental elementary school to the north of the proposed car wash, a traffic signal at 17th Street and Mabury Street is not going to improve the flow of traffic along Mabury Street as automobiles approach Muir Elementary School to drop off and pick up children. The proposed use, with a secondary exit, would likely be successful and have significantly less impacts if it was located 500 feet east at Sherry Lane and 17th Street, where a car wash would not have to share Sherry Lane with a school, or at a site along the eastern side of Tustin Avenue, where a car wash could operate without impacting nearby residents. The proposed location at 17th Street and Mabury Street was not a good location for a car wash in 2017 and is still not a good location for a car wash today.
